PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Labor and Revenue Services and the Connecticut Lottery Corporation this class is accountable for independently performing a full range of collections and investigations of overdue accounts.

GUIDELINES FOR JOB CLASS USE

This is a full professional working level class used in the following capacities:
  • Independently conducts difficult tax collections and investigations on an in-house basis or in the field.
  • Assists or leads lower level employees in their collections and investigations.
  • Performs field duties in training for the Revenue Agent 3 level.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead other lower level employees and supervise clerical employees.

EXAMPLES OF DUTIES

  • Assists in training of employees engaged in collection of overdue payments;
  • Secures more difficult collections;
  • Reviews accounts assigned to Revenue Agents which require issuance for warrant, hearing, abatement or attorney action and confers with employees of a higher grade level concerning appropriate action;
  • Reviews difficult cases and recommends action;
  • Contacts tax debtors or lottery agents to secure full payment;
  • Locates tax debtors or lottery agents and levy sources;
  • Seeks information relative to financial standing of debtors;
  • Arranges for installment payments;
  • Corresponds with debtors, accountants and attorneys;
  • Prepares investigative reports;
  • Makes recommendations pertaining to collection procedures;
  • Maintains complete and accurate records of contacts and relevant information;
  • Updates departmental records;
  • Assists taxpayers in preparation of tax returns;
  • Conducts in-house research to resolve disputes;
  • May accompany other agents in the field and assist in handling difficult cases;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to interpret provisions of Connecticut Statutes pertaining to collection of overdue revenue;
    • methods and procedures used in interviewing and/or investigating;
    • the terminology and practices of financial, commercial and industrial institutions;
  • Knowledge of accounting principles;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in collections, police, accounting or investigatory work in a regulatory enforcement agency, financial institution, credit bureau, retail sales credit department, industrial or government security agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the level of a Revenue Agent 1 or its equivalent.

NOTE: Equivalent experience is interpreted as professional experience involving the collection and investigation of overdue accounts.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to speak a foreign language.
  • CONNECTICUT LOTTERY CORPORATION: Incumbents must obtain an occupational license in accordance with Section 12-802a of the Connecticut General Statutes.

WORKING CONDITIONS

Incumbents in this class assigned to field positions may be exposed to situations which could result in injury.
