PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for performing the most complex tasks associated with providing consultation services, investigating and reporting complex environmental health problems, effecting solutions and ensuring proper application of health regulations.

SUPERVISION RECEIVED

Works under the limited supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead Environmental Sanitarians 1 and lower level employees.

EXAMPLES OF DUTIES

  • Performs the most complex related duties in providing regulatory and technical consultant services to local health departments; 
  • Inspects and/or investigates complaints within an assigned area such as all aspects of lead and asbestos abatement activity, on-site sewage systems, vectors and disease sources (e.g. food borne outbreaks); 
  • Assists in design, coordination and implementation of state and local health programs; 
  • Interprets laboratory results; 
  • Performs mathematical computations; 
  • Prepares reports and enforcement action recommendations for review by supervisor; 
  • Ensures corrective measures for violations cited by the Department of Public Health are met; 
  • Coordinates compliance to violations cited by local health officials; 
  • Explains health regulations to local officials relative to various violations; 
  • Evaluates environmental health programs, areas and equipment; 
  • Makes field evaluations; 
  • Issues practitioner and operating licenses/certifications; 
  • Reviews and evaluates engineering plans and specifications; 
  • Provides functional oversight of local health departments; 
  • Reviews and consults with local health departments on abatement plans; 
  • Collects samples for laboratory analysis; 
  • Trains health personnel in public and private sector on health, safety and writing legal notices; 
  • Reads and/or interprets Public Health Code and related laws; 
  • Writes inspection reports and prepares information letters to local health departments and public; 
  • Addresses or provides training to public and other interested groups; 
  • Assists in development, programmatic implementation and data maintenance of projects under grant or state funding; 
  • May train and supervise new personnel and summer workers; 
  • May serve as expert witness; 
  • May represent department at seminars and hearings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of causes, impacts and prevention of environmental health problems in communities; 
  • Knowledge of
    • relevant state and federal laws, statutes and regulations; 
    • more advanced mathematical concepts including statistical analysis; 
    • biological concepts and principles relating to environmental health; 
    • inspection and investigatory techniques relating to public health hazards;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in environmental health technical operations.

NOTE: Environmental health is a broad discipline that is concerned with assessing and controlling the impact of the environment on human health.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in environmental health or public health including twelve (12) hours of environmental health courses may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class who are performing food inspection duties must possess and retain certification as a Food Inspector by the Department of Public Health.
  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from adverse on site environments and some discomfort from year round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Environmental Sanitarian 2 is assigned to Salary Group FS 22a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 23.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
