PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency having a real property appraisal and acquisition and/or commercial leasing function this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical phases of property appraisal, acquisition, relocation, leasing, sale or revenues management.

GUIDELINES FOR JOB CLASS USE

WORKING LEAD LEVEL: Incumbents at this level report to a supervisory level class and are assigned full time lead responsibility for a unit with a minimum of two (2) other employees while performing unit work activities. Assigned lead responsibilities may include supervisory type activities outlined below in the first paragraph under the Examples of Duties section. For supervisory type duties performed by incumbents in this class the final/"sign-off" authority is vested in the supervisory level employee to whom the incumbent reports.

ADVANCED WORKING LEVEL: Incumbents at this level perform the most complex tasks within a unit where work must clearly exceed the norm. Highly advanced functions must be performed over 50% of the time and are defined as either:

1) preparing complex appraisals and/or evaluating appraisals submitted by staff OR
2) project coordination in the Department of Transportation, Project Coordination Unit. Incumbents must:

a) perform field investigations,
b) inspect properties to establish scope of projects OR
c) perform as project coordinator across units to provide expertise and guidance in purchase and management of property rights.

Class use is on a limited or exceptional basis.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Leads Property Agents 1 and other staff as assigned.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL: As assigned by a supervisor distributes, prioritizes, oversees and reviews office unit work; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; prepares reports and correspondence; performs related duties as required.

ADVANCED WORKING LEVEL: Leads or participates in field investigations and negotiations necessary for purchase, lease or tenant occupancy of land, buildings, other improvements, easement rights or revenue development; prepares commercial leases, agreements, deeds and related documents; oversees relocation activities and makes suggestions as to appropriate courses of actions; prepares appraisals of real property to be acquired, sold or leased; prepares cost estimates, title searches, deeds and condemnation documents; inspects designated properties to determine scope of projects and areas to be affected; testifies in court in condemnation proceedings to sustain values recommended; recommends alterations where such changes will result in a more reasonable award to property owners; supervises disposal of excess properties through transfer to other state agencies or formal or informal bids to the public; monitors tenant compliance with lease agreements; establishes and maintains liaison with engineers, engineering consultants, municipal agencies and other state agencies in connection with property appraisal and acquisition activities; may review appraisals submitted by staff or fee appraisals for conformance to proper valuation techniques; may be assigned special projects; may supervise rental and leasing of state owned properties, may develop and manage specific properties or leases to enhance revenue production; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of methods and practices of land acquisition by purchase or condemnation; knowledge of real estate appraisal; knowledge of relevant state and federal laws, statutes and regulations concerning relocation of displaced property owners and tenants, public utility location and relocation as they affect rights of way processes, property and commercial leases, service contracts, space rental agreements, tenant and lease holder rights; knowledge of effect on property values of deed restrictions, zoning ordinances, setbacks, assessments and encroachments; knowledge of property management including lease negotiation, needs assessment, proposal analysis and revenue enhancement; considerable interpersonal skills; oral and written communications skills; ability to utilize computer software; some supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of technical experience in rights of way, real estate appraisal, land acquisition, sale of real property, commercial leasing or property management.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class involved with the appraisal of real property must successfully complete agency specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a residential and/or general appraiser certification as required by the position.
2. Incumbents in this class may be required to travel.
3. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

COMPENSATION GUIDELINES

1. The classification of Property Agent 2 is assigned to Salary Group FS 24a.
2. Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 25.
3. The Job Code is identified as Salary Plan FE in CORE-CT.
