PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for supervising a ferry crew engaged in the operation, repair and maintenance of a Connecticut State Ferry vessel.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises Ferry Captains, Ferry First Mates and other ferry crew members during in-season and off-season operations.

EXAMPLES OF DUTIES

  • Commands and operates a Connecticut State Ferry on a daily shift during seasonal operations;
  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on development of policies and standards including United States Coast Guard regulations; 
  • Acts as liaison with operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence including all documentation required for United States Coast Guard inspections; 
  • Prepares and monitors maintenance and repair schedules for in-season and off-season operational activities; 
  • Prepares and monitors yearly operational budget; 
  • Reviews and monitors vendor work activities during off-season boat yard docking to ensure compliance with contractual obligations and United States Coast Guard standards; 
  • Interacts with United States Coast Guard officials on a regular basis to ensure compliance with relevant regulations and standards; 
  • Oversees maintenance of vessel, dock and ferry approaches; 
  • After operating season, reviews all vessel gear and equipment reports and prepares report of all needed repairs and replacements; 
  • Oversees crew in performing required repairs, replacements and maintenance to ferry vessel and equipment in order to put vessel in first class condition prior to United States Coast Guard inspections as required by federal regulations; 
  • May be assigned other duties in regular or emergency highway and/or airport maintenance; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and skill in piloting a ferry and/or tug boat driven vessel in making landings into a ferry slip and river crossings; 
    • relevant agency policies and procedures; 
    • relevant state and federal laws, statutes and regulations; 
    • marine, fire protection and life safety equipment; 
    • operation and maintenance of marine engines, transmissions and propelling machinery; 
  • Knowledge of
    • contracts relevant to ferry maintenance and repairs; 
    • marine motors; 
    • first aid; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
    • skill in utilization of state automated financial system; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in the operation of a ferry vessel.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved responsibility for maintenance and repair contracts relevant to ferry vessels.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain the appropriate federal license or endorsement to operate or navigate type of passenger carrying vessel to be assigned as specified in the United States Coast Guard Code of Federal Regulations [USCG 46 CFR §15.805]. Specifically, holding an appropriate license as or a valid Merchant Mariner Credential (MMC) with endorsement as master in command authorizing service of self-propelled vessels not including auxiliary sail of less than 100 gross register tons (GRT) upon inland waters.
  • Incumbents in this class must possess and retain a Cardio Pulmonary Resuscitation Certificate (CPR).
  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications, including a license to operate motor vehicles.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness in order to perform duties.
  • A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be required to lift moderate to heavy weights and may be exposed to extreme weather conditions, noise, fumes and risk of injury from equipment.
