PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Connecticut Lottery Corporation, Sales and Marketing Department this class is accountable for promoting corporate sales programs to lottery retailers in a specific geographic area and assisting retailers in complying with the terms of their contract.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

EXAMPLES OF DUTIES

  • Promotes activities of Connecticut Lottery Corporation through direct contact with lottery retailers and the public;
  • Explains corporation policy, rules and regulations to officials, retailers and the public;
  • Maintains liaison with retailers and resolves routine problems;
  • Motivates retailers to optimize promotions and sales of lottery tickets;
  • Facilitates payment of funds owed to the Lottery by instructing retailers in proper procedures to settle accounts;
  • Issues Notice Of Instruction letters for retailers to settle books;
  • Monitors retailers to ensure maintenance of a secure environment and adequate supply of lottery products;
  • Distributes and markets promotional materials;
  • Ensures materials current and properly displayed;
  • Works with Sales Manager and/or Area Supervisor to preplan sales goals, calls and retailer presentations based upon goals in Lottery Marketing plan;
  • Develops and implements special sales promotions for individual retailers;
  • Advises as to most effective promotional techniques;
  • Conducts studies to recommend procedures to improve marketing functions;
  • Assists retailers in setting up record keeping systems and maintaining required records;
  • Recommends merchandising techniques to assist retailers in increasing sales and meeting minimum requirements;
  • Surveys assigned market area and recommends new lottery retailers to ensure maximum ticket sales;
  • Participates in sales meetings;
  • Prepares sales estimates;
  • Reviews sales data gathered through field operations;
  • Assists in development of organizational procedures;
  • Investigates and resolves routine complaints regarding Lottery field operations;
  • Obtains needed statistical, financial and other data when requested;
  • Prepares reports;
  • Retrieves ticket inventory when retailer license revoked or licensed retailer closes a business;
  • May personally install point of sales materials to ensure maximum visibility for the Lottery;
  • May testify at administrative hearings for retailer denied a license;
  • May assist in licensing process;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in sales or a closely related field.

NOTE: Sales is defined as having direct responsibility for servicing established accounts and/or contacting prospects to promote products for a company. Examples of acceptable experience include the sale of grocery products to supermarkets, the sale of liquor, beer, soft drinks, etc. to stores and restaurants or promoting incentive and other sales programs to retailers. Examples of unacceptable experience include route sales involving only merchandise delivery, the sale of insurance or real estate or experience as a sales clerk or cashier in a store, restaurant or other enterprise.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Two (2) years of experience as a Lottery Inside Sales Representative may be substituted for the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class are required to travel.

APPOINTMENT

This class has been designated as an entrepreneurial sales class pursuant to Section 12-802 of the Connecticut General Statutes. Positions designated as entrepreneur, subject to an agreement with the Connecticut Lottery Corporation, will be placed in alternate pay plan VR 99. The Connecticut Lottery Corporation shall determine whether applicants are qualified to fill positions in this class.
