PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising Environmental Protection Radiation Control Physicists and Environmental Protection Radiation Control Specialists; performing complex radiological control investigations, inspections and studies pertaining to control of all sources of ionizing and non-ionizing radiation, and responding to incidents and accidents involving sources of ionizing and non-ionizing radiation.

GUIDELINES FOR JOB CLASS USE

This class is restricted for use as a unit or section leader responsible for the regular supervision of at least three (3) Environmental Protection Radiation Control Physicists or three (3) Environmental Protection Radiation Control Specialists.

SUPERVISION RECEIVED

Receives general direction from an Environmental Protection Division Director or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Environmental Protection Radiation Control Physicists and Specialists and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees, and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Organizes and oversees complex radiation monitoring of air, water, milk, and other materials to evaluate ionizing radiation exposure; 
  • Develops and maintains a radiological emergency response plan for accidents involving radioactive materials, including releases from fixed nuclear facilities and transportation accidents; 
  • Recommends corrective measures as necessary; 
  • Consults with laboratory personnel, users, possessors, and manufacturers of ionizing radiation-producing machines and materials and with other state, interstate, and federal agencies on matters regarding radiation control; 
  • Keeps informed on the latest technological developments in radiation control-related fields; 
  • Supervises the maintenance and calibration of radiation detection equipment; 
  • Supervises and performs complex radiological studies to evaluate worksite radiation exposure to workers and the public; 
  • Supervises the scheduling of repeat inspections to ensure compliance; 
  • Supervises and performs radiation monitoring and evaluation of sources and effects of non-ionizing radiation emitting devices and installations; 
  • Supervises the collection and dissemination of information relating to control of sources of ionizing and non-ionizing radiation; 
  • Supervises and organizes complex investigations, surveys, and studies pertaining to control of radiological waste and transportation of radioactive materials; 
  • Oversees investigations of all complaints regarding sources of ionizing radiation; 
  • May speak before lay and professional groups; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures;
    • relevant state and federal laws, statutes, regulations, codes, and standards; 
    • the principles of ionizing radiation, its measurement, and practices of control; 
    • health and accident hazards associated with ionizing radiation; 
    • the deleterious effects of exposure to ionizing radiation; 
  • Considerable technical knowledge of radiation detection instruments; 
  • Considerable
    • skill in the use and calibration of instruments; 
    • interpersonal skills; 
    • oral and written communications skills; 
  • Considerable ability to recognize, evaluate, and control hazardous environmental contamination by ionizing radiation and radioactive materials; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the recognition, evaluation, and/or control of potential occupational or environmental health hazards involving the use, manufacture, possession, transportation or disposal of resources of ionizing or non-ionizing radiation or radioactive substances.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in radiation science, physics, physical science, biological science or nuclear engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in radiation science, physics, physical sciences, biological science or nuclear engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbent in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • During employment in this class, incumbents will be required to receive and retain approval for unescorted access to nuclear facilities.
  • Incumbents in this class are required to meet medical requirements and maintain qualification for respiratory protection.

WORKING CONDITIONS

Incumbent may have significant exposure to ionizing radiation and toxic chemicals and fumes.

COMPENSATION GUIDELINES

  • The classification of Environmental Protection Supervising Radiation Control Physicist is assigned to Salary Group ES 28a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group ES 29.
  • The Job Code is identified as Salary Plan EE in CORE-CT.
