WORKING LEAD: Incumbents in this class report to a supervisory class and are assigned full time lead responsibilities for a unit having a minimum of two other engineers as well as technical and clerical staff while performing unit work activities. Assigned lead responsibilities may include supervisory type activities outlined below in the first paragraph under Examples of Duties. For supervisory type duties performed by a working lead the final "sign off" authority is vested in the supervisory level employee to whom the lead employee reports.
MOST COMPLEX TASKS WITHIN A UNIT: Incumbents in this class perform work that clearly exceeds the norm and includes a concentration of highly advanced functions within assigned disciplines. Class use is on a limited or exceptional basis.
WORKING LEAD: As assigned by the supervisor: distributes, prioritizes, oversees and reviews unit work; provides staff training and assistance; conducts or assists in conducting performance evaluations; acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; recommends policies and standards; prepares reports and correspondence; may act as technical expert on matters pertaining to a professional licensing board or commission; performs related duties as required.
For engineering projects and audits involving heating, ventilating, air conditioning systems, forced and induced draught fans, steam and high temperature water generating and distribution installations, steam turbines and internal combustion engines for electric power generation and mechanical drives, plumbing systems, elevators, heat exchange and utilization, temperature controls, refrigeration systems and pumps and pumping equipment: oversees, analyzes and interprets reports and test results; prepares design drawings, specifications and cost estimates; reviews drawings and specifications and determines adequacy; oversees and cooperates with consultants in developing projects; evaluates merits of engineering submissions; performs energy audits; makes recommendations concerning cost saving measures regarding state buildings; may act as technical expert on matters pertaining to a professional licensing board or commission; performs related duties as required.
