PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Aging and Disability Services, Bureau of Disability Determination Services, this class is accountable for supervising staff engaged in the determination of eligibility for Social Security disability benefits.

SUPERVISION RECEIVED

Receives general direction from a Disability Determination Services Director of Case Operations or the Disability Determination Services Program Manager.

SUPERVISION EXERCISED

Supervises Disability Claims Examiners, Specialists and other staff as assigned.

EXAMPLES OF DUTIES

Schedules, assigns and oversees the work of staff; supervises, guides and advises disability claims examiners in all phases of the disability adjudication process; reviews case files for uniformity in the application of policies and standards of service; identifies and resolves workflow and caseload management problems; provides counsel and supervision to examiners regarding their performance as measured by the performance standards of the Bureau; confers with medical consultants and other agency personnel to resolve claim related issues; assigns work to in house and regional consultants; implements required programmatic and business process changes; prepares written reports including performance reports and service ratings; identifies in-service training and staff development needs; conducts trainings and other presentations; provides feedback to management on workflow, work priorities and production problems; recommends changes; confers with Social Security Field Offices to address and correct programmatic claim issues; addresses public inquiries and customer service concerns; prepares progress and statistical reports and submits them to the Director of Case Operations, DDS Program Manager, or the Social Security Administration as required, may represent the Bureau in community relations activities; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of disability adjudication principles, methods, procedures and current business practices; considerable knowledge of administrative techniques and unit management related to the complete adjudication process; considerable knowledge of current legislation and policy changes including federal law pertaining to the Social Security Disability program; considerable skill in teaching, mentoring and leading others; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to properly analyze, interpret and apply rules and regulations of considerable complexity; considerable ability to establish and maintain effective working relationships; considerable ability in operating within an electronic case management system; considerable ability to relate to different cultural and economic backgrounds; considerable ability to organize time, set priorities and manage workload; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in the determination of disability within a state disability determination agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the level of Disability Claims Specialist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in rehabilitation counseling, psychology, special education, social work, or related behavioral or social science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in rehabilitation counseling, psychology, special education, social work, or related behavioral or social science may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class are required to maintain a valid Motor Vehicle Operator's license or Identification Card.
2. Incumbents in this class may be required to travel with or without an accommodation.

CHARACTER REQUIREMENTS

Under Sec 17b-651a of the CGS each incumbent offered a position of employment with the Department of Aging and Disability Services, Bureau of Disability Determination Services, shall be required to submit to fingerprinting and state and national criminal history records checks as provided in section 29-17a and 404.s.c.S11331, the Federal Information Security Management Act of 2002 and Executive Order 13467; and individuals must meet the credentialing standard of section 221 of the Social Security Act.
