PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the technical operations of a large or complex electronic installation in the areas of television or other telecommunications systems for studio and remote productions.

SUPERVISION RECEIVED

Works under the limited supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead employees of lower grade and student personnel.

EXAMPLES OF DUTIES

  • In addition to acting as technical supervisor of installation and operation, performs duties such as maintenance, troubleshooting, repair, testing, installation, design, planning, and operation of critical broadcast and television or other telecommunication systems (television equipment involved may include: towers, transmission equipment, cameras, audio and video recorders, microwave, classroom equipment, lighting equipment, and high and low voltage and test components); 
  • Provides engineering support for a digital television studio; 
  • Trains student employees and staff in use of facilities and systems; 
  • Assures that equipment and facilities operate within current standards; 
  • May also do planning and research and act as internal consultant in installation or expansion of equipment, systems, and facilities, including cost estimates and wiring schematics; 
  • May oversee outside contractors' work; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • methods of installation, operation, and maintenance of video communication and other related telecommunication electronic equipment; 
    • electronics and circuit theory; 
  • Knowledge of standards and regulations pertaining to telecommunication equipment and systems; 
  • Considerable
    • oral communication skills; 
    • interpersonal skills; 
  • Considerable ability to
    • diagnose defects in equipment; 
    • supervise the installation, operation, and repair of such equipment; 
  • Ability to
    • prepare specifications for new equipment; 
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the installation, repair, and maintenance of television and/or other video and related telecommunications electronic equipment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in electronics, including laboratory practical experience, may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Completion of a two (2) year training course in an accredited postsecondary school of electronics, including laboratory practical experience, may be substituted for two (2) years of General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a certificate issued by a recognized private sector telecommunications organization.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to a moderate amount of lifting light to medium weights and a minimal danger from exposure to electrical equipment.

COMPENSATION GUIDELINES

  • The classification of Video Engineering Specialist is assigned to Salary Group FS 22a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 23.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
