PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Public Utilities Regulatory Authority this class is accountable for administering Public Utilities laws. 

SUPERVISION RECEIVED

Receives administrative direction from the Public Utilities Regulatory Authority Chairperson or other administrative official of higher grade. 

SUPERVISION EXERCISED

Administers Public Utilities laws; directs all staff. 

EXAMPLES OF DUTIES

  • Works jointly with other Utility Commissioners of the Public Utilities Regulatory Authority;
  • Administers Public Utilities laws; 
  • Regulates private and public utilities to ensure adequacy of service, reasonableness of rates and safety of operations;
  • Hears judges and acts on evidence and testimony presented at format and informal hearings relative to matters such as rate increases and reductions, public convenience and necessity, consolidation, merger of sale of utilities, public utilities accounting and financing practices, and compliance with state statutes, executive orders, federal laws, regulations and/or court orders, etc.;
  • Performs related duties as required.

APPOINTMENT

Shall be an Elector of this State, appointed by the Governor with the advice and consent of both Houses of the General Assembly in accordance with the provisions of Section 16-2(a) of the Connecticut General Statutes as amended by Public Act 19-117 and Public Act 23-102.

NOTE: Incumbents in this class are subject to the policies governing appointed officials. Incumbents are not subject to Section 5-210 of the Connecticut General Statutes.
