PURPOSE OF JOB CLASS (NATURE OF WORK)

This class is accountable for supervising a unit engaged in engineering tasks in connection with pollution control programs of public waterways or pertaining to the management of solid and hazardous wastes, hazardous materials, site remediation, waste water treatment, and other related water pollution control activities.

GUIDELINES FOR JOB CLASS USE

This class is restricted for use as a unit or section leader responsible for the regular supervision of at least three (3) Environmental Engineers as well as other engineering and technical staff.

SUPERVISION RECEIVED

Receives general direction from the Environmental Protection Assistant Director of Water Compliance, or of Hazardous Materials Management, or from the Environmental Protection Director of Solid Waste Management, or other employee of higher grade.

SUPERVISION EXERCISED

Supervises the work of lower level engineers and other employees as assigned.

EXAMPLES OF DUTIES

Supervises and conducts complex engineering investigations, surveys, and studies of stream pollution abatement programs or hazardous and solid waste management; makes recommendations and prepares preliminary plans on methods of treatment of sewage and industrial wastes in conformity with pollution abatement programs; confers with municipal and industrial officials on waste treatment problems; reviews and prepares reports on detailed plans and specifications for waste treatment plants; plans and oversees implementation of waste management programs; supervises and conducts enforcement activities pertaining to the management of solid and hazardous wastes, studies of site contamination and remediation, and investigations of groundwater pollution and remediation measures; participates in developing unit budgets, grant applications, regulations, and draft legislation; schedules, assigns, oversees, and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans office work; establishes and maintains office procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies, and outside officials regarding unit policies and procedures; prepares reports and correspondence; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of the principles, practices, and methods of sewage/industrial waste treatment and disposal and water pollution control; considerable knowledge of the principles, practices, and methods of water resources, solid waste hazardous materials management and disposal and hazardous waste treatment; knowledge of principles and practices of other phases of environmental engineering: water supply, water treatment, subsurface waste disposal, etc.; ability to prepare and review plans and sketches of industrial, waste, solid and hazardous waste, or sewage treatment facilities; ability to make and interpret chemical, bacteriological, and microscopic analyses of water and wastes; considerable knowledge of relevant agency policies and procedures, state and federal laws, statutes, and regulations; considerable interpersonal skills; considerable oral and written communications skills; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in environmental engineering involving groundwater, the design, construction or operation of water, sewage, industrial, solid or hazardous waste treatment plants and equipment, the inspection and regulation of water supplies or the investigation of environmental and waterway pollution problems.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a working lead level capacity.
Note: For State Employees this is interpreted at or above the level of Environmental Engineer 3.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in civil, chemical or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in civil, chemical or environmental engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm due to environmental conditions including temperature extremes, heights and fumes, and to some risk in working with chemicals and other materials of unknown toxicity.
