PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for supervising environmental sanitarians and other staff engaged in implementing and coordinating one or more major statewide environmental health programs.

SUPERVISION RECEIVED

Receives general direction from the Public Health Section Chief or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Environmental Sanitarians and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Acts as principal regulatory and technical consultant to public and private sector regarding environmental health; 
  • Oversees evaluation of environmental health programs; 
  • Reviews enforcement action recommendations and presents valid recommendations to Section Chief for implementation; 
  • Coordinates compliance with violations cited by local health officials; 
  • Explains pertinent health regulations and procedures of enforcement; 
  • Oversees inspection and/or investigation of complaints within an assigned area; 
  • Interprets laboratory results; 
  • Oversees development, implementation and data maintenance of projects under grant or state funding; 
  • Reads and/or interprets and recommends revisions to Public Health Code regulations and related laws; 
  • Writes new legislation; 
  • Advises staff on proper inspection and sampling techniques; 
  • Writes inspection reports; 
  • Prepares information letters; 
  • May testify as an expert witness; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

    • relevant state and federal laws, statutes and regulations; 
    • causes, impacts and prevention of environmental health problems in communities;

    • advanced mathematical concepts including statistical analysis; 
    • biological concepts and principles relating to environmental health; 
    • inspection and investigatory techniques relating to public health hazards;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in environmental health technical operations.

NOTE: Environmental health is a broad discipline that is concerned with assessing and controlling the impact of the environment on human health.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in environmental health or public health including twelve (12) hours of environmental health courses may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

COMPENSATION GUIDELINES

  • The classification of Supervising Environmental Sanitarian is assigned to Salary Group FS 28a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 29.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
