PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Developmental Services, this class is accountable for directing a clinical division, a clinical discipline or a clinical program within a specified geographic area.

GUIDELINES FOR JOB CLASS USE

This class may be used in the following ways:

1. In a facility or Local Mental Health Authority, as a director of a well-defined clinical program with a total of at least twenty (20) professional and paraprofessional staff.

2. In a facility (Hospital) responsible for multiple units.

3. In a hospital responsible for Quality Compliance and Regulatory Program.

4. In a community program that functions on a multi-shift, seven day per week basis but has fewer than twenty (20) staff such as the Mobile Crisis or Assertive Community Treatment program.

5. In a facility, region or Local Mental Health Authority, serves as a director of a clinical discipline. Disciplines include, Social Work, Nursing, Specialty Services and Case Management. The directing of a clinical discipline includes at least fifteen or more professional staff in the discipline.

6. In Central Office this class may be used as an assistant to a higher level manager responsible for statewide clinical programs.

SUPERVISION RECEIVED

Receives administrative direction from a manager of a higher grade.

SUPERVISION EXERCISED

Directly supervises professional and paraprofessional clinical program staff.

EXAMPLES OF DUTIES

Manages the staff and operations of a clinical program, discipline or specialized area; coordinates, plans and manages program activities; formulates program goals and objectives; develops or assists in the development and implementation of related policy; interprets and administers pertinent laws; monitors and evaluates staff; prepares or assists in preparation of program budget; maintains contacts with individuals both within and outside of program who might impact on program activities; ensures program compliance with standards established by outside monitoring agencies; participates in grant and contract preparation and administration; manages the recruitment, selection and retention of program staff; ensures compliance with quality assurance findings and recommendations; promotes cultural diversity in workplace and ensures client rights; identifies and plans training and development needs; analyzes problems at program level and takes appropriate action; initiates workforce planning and monitors staff utilization to meet identified goals; prepares or oversees preparation of reports; investigates and responds to critical incidents; may represent program in grievances and hearings; may perform clinical duties; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and issues of behavioral health care; considerable knowledge of resources available to client population; considerable knowledge of agency policies and procedures; knowledge of behavioral health policies and systems; knowledge of recovery principles and practices; knowledge of resources available to client population; knowledge of principles and practices of public and/or health care administration; knowledge of and ability to apply management principles and techniques; knowledge of relevant state and federal laws, statutes and regulations; considerable interpersonal skills; considerable oral and written communication skills; ability to influence actions of others; ability to negotiate, mediate, and resolve conflicts; ability to analyze and synthesize information; ability to collaborate within program, department, agency, and community; ability to interpret standards, contracts and regulations.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of professional experience in Behavioral Health Care and a Master Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional staff.

For State Employees, this is interpreted at the level of Behavioral Health Unit Supervisor; Developmental Services Supervisor of Case Management, Nurse Supervisor or Supervising Clinician.

SPECIAL REQUIREMENTS

Department of Developmental Services: Incumbents in this class may be required to maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or psychologist.

Department of Mental Health and Addiction Services: Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
