PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Motor Vehicles, Administrative Services Division, this class is accountable for managing the programs and operations of the Central Services Section.
Receives administrative or executive direction from a Motor Vehicle Division Manager or an administrative official of higher grade.
Manages the staff and operations of the Central Services Section .
EXAMPLES OF DUTIES
Manages the programs, operations, and staff of the Central Services Section, including central mail services, duplicating operations, and the production of motor vehicle titles; coordinates, plans, and manages Section activities; formulates program goals and objectives; assists in the development of related policy; evaluates staff; assists in the preparation of the Division budget; maintains contacts with individuals both within and outside of the Division who might impact on program activities; directs statewide warehousing and supply operations, including shipping/receiving, physical and perpetual inventories, and the delivery system; directs and controls the receipt and distribution of registration plates, validation stickers, and related certificates; manages the agency's program of public records retention; oversees motor vehicle control services; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of centralized mail services and duplicating operations; considerable knowledge of inventory control practices and techniques; knowledge of and ability to apply management principles and techniques; knowledge of space planning and layout techniques; knowledge of fleet operations and control; knowledge of relevant State and Federal laws, statutes, and regulations; knowledge of relevant agency policies and procedures; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to establish and coordinate complex work schedules; ability to develop and manage budgets; considerable supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years' experience in large scale central mail and/or duplicating operations, warehousing, or inventory control.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General experience must have been in a supervisory capacity.
Note: Supervisory capacity is defined as scheduling, assigning, overseeing work, and establishing performance standards for employees and taking corrective measures to implement those standards.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Employees in this class may be required to travel in the course of their daily work.
JOB CLASS DESIGNATION
This cancels the existing specification for the class of Motor Vehicle Manager of Central Services in Salary Group MP 59 approved effective January 13, 1989. (Inactivation of class)
