PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Motor Vehicles this class is accountable for managing the operations of an assigned Hub Branch.

GUIDELINES FOR JOB CLASS USE

This class is intended for use in a large branch with satellite office(s). Large is defined in internal agency guidelines by the type and volume of work which dictates the number of staff required to perform the services.

SUPERVISION RECEIVED

Receives general direction from a Motor Vehicle Division Chief or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Motor Vehicle Branch Operations Supervisors, Motor Vehicle Branch Supervisors, Motor Vehicle Head Examiners and other office staff as assigned.

EXAMPLES OF DUTIES

  • Directs the staff and operations of a hub branch and satellite office(s); 
  • Coordinates, plans and manages office activities; 
  • Assists in the development of program goals, objectives and related policies; 
  • Interprets and administers pertinent laws and regulations; 
  • Ensures that the public is provided with prompt, courteous and efficient services; 
  • Ensures and maintains conformity with uniform operational procedures and controls for the issuance and processing of applications and renewals for vehicle registration, title certificates, operators' licenses and the collection of fees and sales tax; 
  • Ascertains facts and responds to complaints from clients; 
  • Evaluates staff; 
  • Trains supervisory staff; 
  • Directs branch supervisors to take needed corrective action and follows up on execution; 
  • Oversees administration of progressive discipline; 
  • Provides for staff training and assistance; 
  • Maintains contacts with individuals both within and outside of branch office(s) who might impact activities; 
  • Assists in the preparation of division budget; 
  • Prepares periodic status reports; 
  • Instructs and guides branch supervisors in implementing changes in operational procedures; 
  • Provides for the upkeep of offices; 
  • Controls inventory of photo licensing program and compiles related statistics and reports; 
  • May conduct research for the development of improved operational and training procedures; 
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in business administration or public administration, human resources, production or quality assurance management.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity in a motor vehicle hub branch at the level of a Motor Vehicle Branch Operations Supervisor 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's Degree in business administration, public administration or other closely related field may be substituted for one (1) additional year of the General Experience.
  • For state employees one (1) year as a Motor Vehicle Branch Operations Supervisor 2 OR two (2) years as a Motor Vehicle Branch Operations Supervisor 1 may be substituted for the General Experience and the Special Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
