PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Motor Vehicles central office this class is accountable for supervising all staff and activities in one of the following areas:
1. A large section responsible for the issuance of operator's licenses and/or registrations.
2. A small section performing advanced examination functions.
3. A large section in the Driver Services Division responsible for providing background information for the Driver Improvement Analysts or for the Legal Division.
GUIDELINES FOR JOB CLASS USE
This class is to be used for those positions in the Motor Vehicle Central Office with full supervisory responsibility over a large clerical section or a large section staffed with Motor Vehicle Examiners. Large is interpreted to mean more than twenty (20) full-time employees. Smaller sections must be staffed with Motor Vehicle Examiner Specialists. Incumbents must report to a managerial or administrative employee. The class is not intended for positions acting as working supervisors or as assistants to higher-level supervisors.
Receives general direction from a Motor Vehicle Assistant Division Chief, Motor Vehicle Division Chief or other employee of higher grade.
Supervises Motor Vehicle Examiners and/or other assigned office staff.
EXAMPLES OF DUTIES
Performs a wide range of supervisory, administrative and direct service duties as follows: supervises office staff and activities; interviews job applicants; provides orientation, training, counseling, evaluation and discipline in accordance with departmental standards; establishes work schedules and prioritizes workload; approves leave time; assigns duties and reviews results for accuracy, effectiveness and conformance with policy; reviews and evaluates courtesy and attitude of staff toward the public and other employees; studies and evaluates office tasks performed to assess ongoing training or procedural needs; develops and/or revises office forms and procedures as required; maintains a variety of records, prepares office reports and correspondence; insures proper maintenance of office equipment; orders supplies and maintains inventory control; maintains control and is accountable for security of equipment, official documents and fees collected; performs full range of office services; provides and obtains information from a variety of people within and outside department; handles most difficult office situations; resolves customer complaints; may be involved in activities concerning issuance of official motor vehicle documents; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of the functions and activities of the Motor Vehicle Department; knowledge of office systems and procedures; knowledge of record keeping, including financial record keeping; skill in operating office equipment; considerable interpersonal skills; oral and written communication skills; skill in examining documents to determine compliance with established requirements; supervisory ability; ability to read, understand, and apply motor vehicle laws, regulations, policies, and procedures.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of clerical experience, three (3) years of which must have involved the issuance of official documents requiring the examination of applications and supporting documentation or performing clerical tasks at the level of Office Assistant in the Driver Services Division of the Department of Motor Vehicles.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a working supervisory capacity or in an advanced examination capacity requiring the issuance of a variety of official documents or in an advanced clerical capacity in the Driver Services Division, advanced being defined as at the level of Head Clerk.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of two (2) years.
2. Two (2) years as a Motor Vehicle Examiner Specialist or one (1) year as a Head Motor Vehicle Examiner may be substituted for the General and Special Experience required.
3. Two years as a Head Clerk or one year as a Unit Supervisor in the Driver Services Division of the Motor Vehicle Department may be substituted for the General and Special Experience required.
