In the Department of Mental Health and Addiction Services this class is accountable for the development, direction and coordination of all forensic services and programs.
Receives administrative direction from the Commissioner of Mental Health and Addiction Services or other administrative official of higher grade.
Directs all assigned staff and those who participate in administrative and clinical programs for forensic services within the department.
Administers and directs all aspects of forensic services for department; supervises assigned staff in execution of their clinical and administrative responsibilities insuring activities and practices are in conformance with statutes and departmental policies; works cooperatively with law enforcement and judicial officials to improve services to citizens with mental illness; develops and maintains a database to assist in planning and evaluation activities; works with facilities, public and private groups, advisory and review boards to achieve continuity of services for offenders with mental illness and encourage development of programs; assists Commissioner in annual review of department sponsored programs; acts as departmental liaison with forensic advisory and review boards including Psychiatric Security Review Board; maintains active citizens involvement in mental health system; performs related duties as required.
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of forensic behavioral health and criminal justice systems; considerable knowledge of various methods of evaluation and treatment of mental illness in context of criminal justice and judicial systems; considerable knowledge of public and community relations; knowledge of basic principles of public administration; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to analyze comprehensive data and recommend effective services.
Ten (10) years of professional experience in behavioral health and a Masters Degree in a clinical discipline, Public Health Administration, Health Care Administration or Hospital Administration.
Three (3) years of the General Experience must have been in an administrative capacity one (1) year of which must have been in behavioral health services in criminal justice or law enforcement systems.
