PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Mental Health and Addiction Services and Correction this class is accountable for developing and directing the clinical and administrative programs and operations.

GUIDELINES FOR JOB CLASS USE

This class is used in one of the following locations:
  • A state mental health hospital
  • The network in Local Mental Health Authorities which includes
    • Southwest Connecticut Mental Health System
    • Connecticut Mental Health Center
    • River Valley Services
    • Southeastern Mental Health Authority
    • Capitol Region Mental Health Center
    • Western Connecticut Mental Health Network
  • The Department of Correction

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs clinical and administrative staff as assigned.

EXAMPLES OF DUTIES

  • Plans, develops and directs clinical and administrative program in accordance with policies established by Commissioner;
  • Participates in planning and development of mental health systems;
  • Participates in policy and subcommittee meetings;
  • Presides at administrative conferences with department heads to formulate policies to meet needs;
  • Develops and monitors programs;
  • Confers with visitors, relatives and professional consultants regarding patients and clients and agency practices;
  • Ensures conformance of all procedures and programs with statutory laws governing patients and clients with mental illness;
  • Directs preparation of budget in conjunction with department heads;
  • Directs and coordinates with department heads tasks necessary to maintain accreditation by Joint Commission on the Accreditation of Hospitals;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • behavioral health policies and systems;
    • principles and practices of public and/or health care administration;
    • managed health care systems;
    • mental health program planning and development;
  • Knowledge of quality assessment and/or improvement techniques and accreditation body standards;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to collaborate within department, state, community and agency constituent groups;
  • Ability to analyze fiscal data and prepare budgets.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree or higher in a health related field and at least seven (7) years of managerial experience in hospital, health or mental health administration.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess the appropriate current license in one of the following areas: clinical psychology, marital and family therapist, professional counselor, registered nurse, alcohol and drug abuse counselor, medicine or psychiatry.
  • Incumbents in this class may be required to travel.

APPOINTMENT

In the Department of Mental Health and Addiction Services, appointed by the Commissioner of the Department of Mental Health and Addiction Services in accordance with Connecticut General Statutes 17a-472, 17a-562, 5-198 (7b), and Executive Order Number 63. 

In the Department of Correction, appointed by the Commissioner of the Department of Correction in accordance with Connecticut General Statutes 4-8, 18-81, and 5-198 (7b).
