PURPOSE OF JOB CLASS (NATURE OF WORK)

This class is administratively Red Circled. There will be no refills of or reclassifications to this class until it is reviewed by Statewide Human Resources - Department of Administrative Services.

In Department of Developmental Services, Division of Service Development and Support, this class is accountable for independently performing a full range of tasks in studying, investigating and developing recommendations for implementation of strategies affecting operation of programs in the public and private service delivery systems for persons with mental retardation and other developmental disabilities.

SUPERVISION RECEIVED

Works under the general supervision of the Developmental Services Director of Service Development and Support or other employee of higher grade..

SUPERVISION EXERCISED

Leads a team of professional and other staff as assigned.

EXAMPLES OF DUTIES

Coordinates program and service initiatives with responsibility for facilitating and organizing development of projects; establishes and maintains relationships with administrators of programs within state and public agencies and serves as liaison to other state agencies and professional organizations; prepares comprehensive reports on planning, development and maintenance of programs; analyzes, evaluates and interprets data and participates in formulation of task forces within agency or community coordinating activities so that projects are successfully accomplished; works with federal, state and community agencies on new, proposed or revised programs; develops protocols and procedures for statewide implementation of programs; monitors programs and participates in budgetary and programmatic planning; may staff or chair statewide committees or task forces; may speak publicly about program issues and develop information for public information; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of community based programs and services for persons with mental retardation and other developmental disabilities including current practices and trends; considerable knowledge of state and community organizations and programs involved in delivery of services for persons with mental retardation; knowledge of principles and practices of professional management particularly as applied to a public jurisdiction; knowledge of program evaluation and monitoring; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to plan, organize and coordinate complex programs; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the provision of human service programs for persons with mental retardation and other developmental disabilities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a capacity responsible for formal program planning, development or management in programs for persons with mental retardation and other developmental disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in education, psychology, rehabilitation therapy, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in education, psychology or a closely related field may be substituted for one (1) additional year of the General Experience.
