In the Department of Developmental Services, in a designated region or statewide program this class is accountable for administering the programs and operations delivered to individuals with intellectual disability.

Receives executive direction from the Commissioner or other administrative official of higher grade.

Administers programs and operations in a designated region or statewide program; directs all staff.

• Administers staff and operations in a designated region or statewide program to ensure compliance and alignment with departmental policy established by the Commissioner, federal and state statutes, legal mandates and internal management directives; 
• Develops, implements, evaluates and improves upon operational plans, policies, performance standards and budget in coordination with Central Office to ensure efficiencies, best practices and quality supports and services; 
• Determines appropriate staffing levels and directs management and coordination of staff;
• Confers with family and professional consultants regarding individuals with intellectual disability and ensures conformance of all activities and procedures with statutory laws governing services to individuals with intellectual disability; 
• Coordinates managers, staff resources and interaction with community resources to promote comprehensive services; 
• Coordinates services related to a variety of federal programs; 
• Responsible for administration of union contracts; 
• Leads the recruitment and hiring of staff, including outreach, interview and selection;
• May represent the Commissioner on task forces, advisory boards and negotiating teams;
• Performs related duties as required.

In accordance with Section 17a-272 (formerly 19a-447) of the Connecticut General Statutes the Director of each training school or state developmental services region shall be appointed by the Commissioner of Developmental Services and shall be removable in the same manner. The Director shall be a trained administrator of services and facilities engaged in the care, custody, treatment and training of individuals with intellectual disability. Each Director shall be subject to the direction of the Commissioner of Developmental Services and shall be responsible for the operation and administration of the training school or state developmental services region.
