PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health, Tumor Registry section this class is accountable for independently performing as either a liaison or field representative, for in-state and/or out-of-state hospitals, reporting complex cancer cases and managing the Tumor Registry data management system.

SUPERVISION RECEIVED

Works under the general supervision of the Lead Oncology Data Specialist or other employee of higher grade.

SUPERVISION EXERCISED

May lead lower-level employees as assigned.

EXAMPLES OF DUTIES

  • Codes all cases involving classification of cancer data; 
  • Acts as liaison between Connecticut Tumor Registry and reporting hospitals; 
  • Receives and validates complete tumor records at state and federal veterans' hospitals, state operated hospitals and private hospitals in Connecticut and participating hospitals in Rhode Island and Massachusetts; 
  • Performs assessments and verification of over 100 data elements in accordance with National Cancer Institute (NCI) Surveillance, Epidemiology and End Results (SEER) requirements;
  • Initiates inquiry to and facilities follow-up for missing abstract information through phone call, or electronic or written correspondence to reporting; 
  • Conducts quality assurance audits at selected hospitals to ensure all cancer cases have been identified and reported to Tumor Registry; 
  • Compares and validates reports with hospital cancer incidence report and documents missed cases; 
  • Reviews hospital records for special studies on cancer; 
  • Abstracts complete tumor records at certain institutions such as federal and state hospitals; 
  • Reviews autopsy reports at Office of the Chief Medical Examiner in order to verify all cancer related deaths, as needed; 
  • May train medical records personnel in proper abstracting procedures and communicates Tumor Registry informational needs and procedures; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • medical terminology and gross human anatomy relating to cancer; 
    • coding principles and techniques used in Connecticut Tumor Registry and NCI/SEER program; 
  • Knowledge of
    • proper use of International Codes of Disease; 
    • standard procedures for cancer diagnosis and modes of therapy (such as radiation, chemotherapy, etc.); 
    • electronic medical records procedures; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • prepare and interpret statistical reports;
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Possession of an Oncology Data Specialist certification.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and maintain their designation as an Oncology Data Specialist in accordance with the standards defined by the National Cancer Registrars Association (NCRA) Council on Certification.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
