PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health, Tumor Registry Section this class is accountable for operational efficiencies and providing leadership to Tumor Registry Staff engaged in classifying and coding complex cancer data.

SUPERVISION RECEIVED

Works under the general direction of the Registrar of Tumor Records or other employee of higher grade.

SUPERVISION EXERCISED

Leads Oncology Data Specialists, Oncology Data Specialist Trainees and other staff as assigned.

EXAMPLES OF DUTIES

  • Coordinates office workflow and determines priorities; 
  • Assigns and reviews work; 
  • Establishes and maintains office procedures; 
  • Provides staff training and assistance; 
  • Provides input into performance evaluations; 
  • Identifies and recommends system changes to promote operation efficiencies;
  • Assists in system edits and procedures to support data management system; 
  • Acts as a liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Provides guidance and direction to hospital registrars queries;
  • Performs quality assurance audits and field audits as needed;
  • Conducts special studies and prepares statistical reports as required by the Connecticut Tumor Registry and National Cancer Institute (NCI) Surveillance, Epidemiology and End Results (SEER) Program;
  • Prepares and conducts periodic coding conferences for Tumor Registry staff; 
  • Interfaces with pathologists and physicians to resolve ambiguities or difficulties in interpreting coding rules; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • medical terminology and gross human anatomy relating to cancer; 
    • standard cancer diagnostic techniques and modes of therapy such as radiation, chemotherapy, etc.; 
    • coding principles and techniques used in the Connecticut Tumor Registry and National Cancer Institute Surveillance, Epidemiology, and End Results (SEER) Program; 
  • Knowledge of
    • hospital medical records and medical record library procedures; 
    • data processing techniques; 
    • statistical theory; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • lead other employees;
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

One (1) year of experience as an Oncology Data Specialist.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and maintain their designation as an Oncology Data Specialist in accordance with the standards defined by the National Cancer Registrars Association (NCRA) Council on Certification.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
