PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Policy and Management this class is accountable for developing and providing advice to the Secretary of the Office of Policy and Management on statewide policy matters and coordinating and implementing special projects relating to state governmental policies, programs, management operations and organization.
SUPERVISION RECEIVED
Receives executive direction from the Secretary, Office of Policy and Management.
SUPERVISION EXERCISED
May lead lower level employees as assigned.
EXAMPLES OF DUTIES
Acts as senior advisor to Secretary of the Office of Policy and Management on policy matters; develops, formulates and implements special projects relating to governmental policies, programs, management, operations and organization beneficial to the state; coordinates priorities and project plans; acts as a confidential advisor on new initiatives and special projects of a sensitive nature; assists in reorganization planning with special emphasis on areas related to financial processes; develops procedures to improve effectiveness and efficiency of state government processes; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of principles and practices of public administration; considerable knowledge of administrative and management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of operations of state agencies and institutions; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to analyze and evaluate complex policy issues; ability to coordinate and implement policy development activities; ability to prepare and present effective reports and presentations.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience with major responsibility for the review, development and administration of policy initiatives and large scale projects or programs in a large governmental organization.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration or political science may be substituted for one (1) additional year of the General Experience.
