PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising the operation of a large mail service operation with statewide services, i.e., branch offices, agencies, etc.

GUIDELINES FOR JOB CLASS USE

Supervises a staff of mail service personnel (6 or more workers) involved in mail service operations.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises assigned staff.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans mail service operation work; establishes and maintains mail service operation procedures; develops or makes recommendations on the development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; oversees the maintenance and repairs of mail vehicles, postage scales, postage machines and other mailing equipment; investigates personal accidents and prepares reports; oversees the maintenance of proper security procedures for the mail service; coordinates the processing of bulk mail; evaluates equipment; recommends purchases of new equipment; investigates complaints such as damaged packages or late deliveries; ensures that staff at branch offices keep abreast of changing postal regulations; may operate computerized mail management system; may provide postage procurement assistance for users; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of U.S. Postal Service regulations, rates, and classes of mail; considerable knowledge of office management procedures; interpersonal skills; oral and written communication skills; ability to repair and maintain mailing equipment; ability to perform basic arithmetic computations; ability to utilize computer software; ability to operate computerized and mechanical processing equipment; ability to evaluate mail service equipment; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in a mail service operation involving the operation and maintenance of mail service equipment.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a lead capacity.
Note: For State Employees this is interpreted at or above the level of Lead Mail Handler.

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.

PHYSICAL REQUIREMENTS

1. Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
2. A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be required to do some lifting of moderate to heavy weights.
