PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation this class is accountable for acting as a working lead and/or for performing the most complex tasks in inspection, implementation, maintenance and landscape development and design work.
GUIDELINES FOR JOB CLASS USE
- When used as a working lead: This job level is reserved for an employee reporting to a supervisory level class who is assigned full-time lead responsibilities over employees in a unit while performing unit work activities. Assigned lead responsibilities may include the supervisory type activities outlined below in the first paragraph under Examples of Duties.
- A working lead level employee reports to a supervisor and normally is assigned lead responsibility for a unit having a minimum of two (2) other employees. For supervisory type duties performed by a working lead, the final approval/"sign-off" authority is vested in the supervisory level employee to whom the lead employee reports.
- When used to perform the most complex tasks within a unit, work must clearly exceed the norm and include a concentration of highly advanced functions within assigned disciplines. Class use is on a limited or exceptional basis.
SUPERVISION RECEIVED
Receives general direction from an employee of higher grade.
SUPERVISION EXERCISED
Leads/supervises Landscape Designers and other staff as assigned.
EXAMPLES OF DUTIES
- When used as a working lead: As assigned by the supervisor may distribute, prioritize, oversee and review unit work;
- Prepares plans, designs, specifications and cost estimates for landscape development projects;
- Conducts special studies and submits reports involving all phases of the landscape development program;
- Advises District landscape personnel and engineers in the interpretation, layout and execution of major landscape development projects;
- Recommends formulae for grass seed and fertilizer mixtures;
- Inspects plant materials, nursery stock supplies and planting contract work to insure conformance with plans and specifications;
- Investigates and resolves complaints; consults with towns, municipalities, institutions and other State agencies on landscape issues;
- Assists in the preparation of directives in such areas as pesticide use and fertilization programs;
- May provide staff training and assistance;
- May conduct or assist in conducting performance evaluations;
- May act as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures;
- May recommend policies and standards;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- the principles and practices of landscape architecture;
- soils, horticulture, planting, seeding and landscape materials;
- the methods, materials, equipment and tests used in landscape design and maintenance;
- Knowledge of pesticides, their use and application;
- Considerable
- drafting and calculating equipment skills;

- Considerable ability to apply landscape architectural principles and practices in the planning, design, construction, and control of landscape projects;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in landscape architectural design, horticulture, plant science or forestry.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in landscape architectural design, horticulture, plant science, or forestry may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a Commercial Supervisory Certificate for the use of pesticides issued by the Connecticut Department of Energy and Environmental Protection.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
COMPENSATION GUIDELINES
- The classification of Transportation Landscape Designer 3 is assigned to Salary Group LS 24a.
- Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group LS 25.
- The Job Code is identified as Salary Plan IE in CORE-CT.
