In the Labor Department, Unemployment Insurance Division, this class is accountable for directing the statewide operations of UI Field Services and Adjudications.
Receives administrative direction from the Director of Labor Operations or an official of higher grade.
Directs the staff of the UI Field Services and Adjudications Section.
Directs the staff and operations of the section including nine field offices; coordinates, plans and manages section activities; formulates program goals and objectives; develops or assists in the development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in preparation of section budget; maintains contacts with individuals both within and outside the section who might impact on program activities; ensures compliance with all federal and state unemployment compensation laws and regulations; ensures compliance with federal levels of achievement in benefits, timeliness and quality; serves as administrative head of adjudications; oversees the adjudication of appeals on Unemployment Insurance eligibility; consults with adjudicators in field on difficult cases; coordinates activities with Call Center Directors; performs related duties as required.
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statues and regulations; considerable knowledge of labor problems with particular reference to unemployment; considerable knowledge of quasi-judicial procedures, rules of evidences and judicial rules of procedure for administrative agencies; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to interpret and apply pertinent laws, regulations and legal decisions; considerable ability to review decisions for integrity based on findings of fact, evidence and applicable laws, regulations and rulings.
Nine (9) years of experience in the area of Unemployment Insurance adjudications and field services.
Two (2) years of the general experience must have been in a supervisory capacity. For state employees this is the level of Labor Department Programs and Services Coordinator.
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
3. A law degree may be substituted for one (1) additional year of the General Experience.
