PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, Office of the State Comptroller or Teachers' Retirement Board this class is accountable for functioning as a specialist assigned to professional level statewide Core-CT ERP module(s) and/or function(s).
GUIDELINES FOR JOB CLASS USE
This class is used in one of the following ways:
DEPARTMENT OF ADMINISTRATIVE SERVICES AND OFFICE OF THE STATE COMPTROLLER:
- Incumbents in this class spend 75% of their time independently performing the most complex duties including:
- Conducting complex testing of upgrades and bundles;
- Working with Oracle on identifying, requesting, testing and implementing fixes;
- Working with state agencies on needs and implementation of module functions;
- Presenting module information and procedures at statewide meetings. Time spent resolving tickets is limited.
- Incumbents in this class functionally serve as the lead and statewide representative over one (1) or more Core-CT module(s) and/or function(s) related to the maintenance of an ERP system and may supervise ERP Business Systems Analysts.
TEACHERS’ RETIREMENT BOARD:
- Incumbents in this class functionally serve as the lead over a module and may supervise staff. Incumbents in this class serve as a representative over the module.
SUPERVISION RECEIVED
Receives general direction from an ERP Business Systems Team Lead or other employee of higher grade.
SUPERVISION EXERCISED
May lead ERP Business Systems Analysts, clerical staff, and other staff as assigned.
EXAMPLES OF DUTIES
- Performs specialized duties relating to assigned ERP module(s) and/or function(s);
- Troubleshoots and resolves complex problems;
- Conveys technical information to agency user and communicates with technical teams;
- Promotes understanding of relevant issues;
- Determines and understands business and project requirements;
- Develops solutions for agency issues within parameters of systems;
- Identifies gaps and risks within project elements;
- Conducts task analysis;
- Performs cost/benefit analysis;
- Maps processes to meet business needs, evaluating and redefining processes;
- Communicates difficult or complex issues and resolutions clearly and effectively to staff and agency users;
- Oversees development of training programs that are applicable to assigned module;
- Determines and addresses training gaps and delivers user training;
- Develops comprehensive reports;
- Participates in module and cross-module team meetings;
- Develops or assists in development of procedures and documentation relating to assigned modules including creation and revisions to job aids;
- Makes presentations;
- Provides staff training and assistance;
- Conducts or assists in conducting performance evaluations;
- May assign and review work;
- May participate in module project audit tasks;
- May develop ERP modules in Core-CT;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- Peoplesoft or ERP (system) integrated module(s) and/or function(s);
- principles and practices of public administration related to financial management, human capital management, case management, security and/or reporting;
- ERP system integration;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience as a business analyst operating within enterprise resource planning (ERP), human capital management (HCM) or financial systems.
NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a professional capacity independently performing a full range of tasks in support of a specific module(s) and/of function(s) within an integrated enterprise resource planning (ERP) system.
NOTE: For state employees this experience is interpreted at the level of an ERP Business Systems Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in business administration, accounting, finance, public administration, human resources, information technology, information systems or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in public administration, business administration, accounting, human resources, information technology or information systems may be substituted for one (1) additional year of the General Experience.
- For state employees two (2) years of experience as an ERP Business Systems Analyst may be substituted for the General and Special Experience.
SPECIAL REQUIREMENTS
