PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Commission on Human Rights and Opportunities this class is accountable for screening inquiries and processing discrimination complaints.

SUPERVISION RECEIVED

Works under the general supervision of a Human Rights and Opportunities Regional Manager or other employee of higher grade in the performance of routine tasks; receives closer supervision when performing more advanced tasks.

SUPERVISION EXERCISED

May lead professional staff of lower grade and assigned clerical staff.

EXAMPLES OF DUTIES

Receives complaints from individuals regarding alleged discriminatory practices and determines whether complaints are jurisdictional; interviews complainants, attorneys and witnesses; analyzes and interprets data and information; drafts clear, concise legally sufficient affidavits of complaint and all necessary documents; processes complaints recommended for closure by administrative dismissal and withdrawal; develops remedies and conducts negotiations on cases suitable for predetermination settlement; monitors the status of court proceedings relative to complaints suspended by court action; prepares reports and correspondence; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of and ability to interpret relevant state and federal laws, statutes and regulations; knowledge of principles and methods of investigation; knowledge of interviewing techniques; knowledge of common employment, housing, credit and governmental recordkeeping practices; knowledge of economic and social impact of discrimination on protected classes; basic knowledge of legal process; interpersonal skills; oral and written communication skills; ability to draft legal and quasi-legal documents, reports, memoranda and correspondence.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Experience must be in one of the following two (2) areas:
1. Five (5) years of experience in an investigatory or enforcement capacity in the areas of civil or human rights, labor, affirmative action, labor or employee relations, equal opportunity or affirmative action.
2. Five (5) years of professional experience involving the following duties as a regular part of the job: interviewing, intake, screening information and making a determination on case and/or client status based on established standards and regulations.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training, preferably in law or social science field, may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. For State employees, one (1) year of experience as a Human Rights and Opportunities Trainee with the target class of Human Rights and Opportunities Complaint Intake Officer may be substituted for the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
