PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Labor Department this class is accountable for supervising the activities and staff of the division.

SUPERVISION RECEIVED

Receives general direction from the Assistant Director of Wage Regulation Division or other employee of higher grade.

SUPERVISION EXERCISED

Supervises professional, technical, and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews the work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans section work; 
  • Establishes and maintains section procedures; 
  • Develops or makes recommendations on the development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Assists in the preparation of evidence for hearings and/or court cases; 
  • Represents the Assistant Director and Director when necessary; 
  • May make public presentations before interested groups; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply federal acts and state minimum wage orders and laws regulating wages and hours of labor; 
    • payroll methods; 
  • Knowledge of
    • investigatory techniques; 
    • Connecticut industries including the construction field; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the enforcement of labor-management relations, including experience conducting investigations in order to resolve disputes involving hours of work, conditions of employment and regulation of wages.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public or business administration, finance, or other related field may be substituted for one (1) additional year of the General Experience.
  • For state employees one (1) year of experience as a Wage Enforcement Agent may be substituted for the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel within the State in the course of their daily work.
