PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for supervising a statewide fire and life safety program.

SUPERVISION RECEIVED

Receives general direction from the Director of Service Development and Support or other administrative official of a higher grade.

SUPERVISION EXERCISED

Supervises Fire Safety Officers and other staff as assigned.

EXAMPLES OF DUTIES

  • Supervises regional fire safety officers engaged in fire prevention and code compliance inspections, fire prevention training, evacuation planning and ensuring fire and safety equipment is properly functioning;
  • Schedules, assigns, oversees and reviews work of staff;
  • Determines priorities and plans unit work;
  • Oversees the statewide Evacuation Capability Score (E-Score) program;
  • Develops processes and procedures for statewide agency E-Score Determination Program;
  • Conducts on-site visits and reviews all E-Score results;
  • Approves and issues E-Scores as part of the Evacuation Capability Score Program;
  • Trains new officers to conduct program site visits;
  • Provides training to non-firefighting departmental personnel, and other stakeholders;
  • Assists staff in fire prevention and education programming including effective disaster planning and response;
  • Ensures staff maintain required certifications;
  • Conducts performance evaluations;
  • Develops or makes recommendations on development of policies and standards;
  • Maintains current knowledge of fire and life safety codes applicable to residential settings, Department of Developmental Services provider-operated buildings, other day programs, and office, maintenance and storage buildings;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Reviews, evaluates and approves forms, documents and communications for accuracy, completeness and conformance with policies and standards;
  • May conduct special investigations;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Incumbents must possess the following:

  • Three (3) years of experience as a Fire Marshal or Deputy Fire Marshal in a municipal fire marshal’s office.
  • Possess and retain the State of Connecticut Certification as a Fire Marshal in accordance with CGS § 29-298(a) and CGS § 29-298(b) and as credentialed by the Office of Education and Data Management.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

For state employees one (1) year of experience as a Fire Safety Officer may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including certification by the State Fire Marshal as a Fire Marshal in accordance with CGS § 29-298(a) and CGS § 29-298(b) and as credentialed by the Office of Education and Data Management.
  • Incumbents in this class must possess and retain National certification by the National Board of Fire Service Professional Qualifications (NPQS) or the International Fire Service Accreditation Congress (IFSAC) or State Certification as regulated by the Connecticut Fire Academy, meeting the requirements of the National Fire Protection Association (NFPA) Firefighter 2.
  • Incumbents in this class will be required to travel.
  • Incumbents in this class must possess and retain a valid Motor Vehicle operator's license.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

Applicants may be required to pass a physical exam.

In accordance with applicable collective bargaining agreement compensation guidelines.
