PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Treasurer, Pension Funds Management Division this class is accountable for assisting in the performance of investment functions for one or more investment programs or trust funds (e.g., real estate, short term, equities, international trade, etc.).

GUIDELINES FOR JOB CLASS USE

The class assists in the management of Connecticut Retirement Plans and Trust Funds (CRPTF) in assigned investment areas listed below.
  • PUBLIC MARKETS: Responsible for fixed income or global public equity asset classes in adherence with all aspects of the Investment Policy Statement.
  • PRIVATE MARKETS: Responsible for private market investments in adherence with all aspects of the Investment Policy Statement. Private market classes include, but are not limited to real estate, private equity, and alternative strategies.
  • LEGAL: Responsible for compliance document review, drafting of contracts and amendments, securities monitoring, and litigation.
  • OPERATIONS: Responsible for Risk Management, Pension Funds Investment Accounting, and Governance support as necessary to effectively administer and oversee Pension Assets.

SUPERVISION RECEIVED

Receives general direction from a higher level investment professional. 

SUPERVISION EXERCISED

May lead staff as assigned.

EXAMPLES OF DUTIES

  • Assists in the administration and operations of the Connecticut Retirement Plans and Trust Funds (CRPTF) within the Pension Fund Management Division.  
  • Assists in the planning, coordination, implementation, and operation of an investment program or trust fund (e.g., real estate, short term, equities, international trade etc.);
  • With direction from investment officers and leadership, assists with oversight of investment fund managers, consultants and custodians; 
  • Maintains close contact with government and private sector officials (e.g., investment banking firm employees, external investment advisors, financial consultants, bank officials, corporate treasurers, clients of the Investment Division, etc.);
  • Assists with contracting for investment and service contracts; 
  • Conducts periodic reviews of on-going investment programs and reports on specific aspects of fund operations; 
  • Assists in the decision making process on priorities of investment options;
  • Performs related duties as required.
PRIVATE  MARKETS 
  • Oversees investments in Private Equity, Private Credit, Real Estate, Infrastructure and Natural Resources;
  • May assist in screening, selection and monitoring of external investment managers and investment vehicles; 
  • Supports investment officers and leadership with diligence on potential investments; 
  • Conducts analysis of investment partners, vehicles, and capital call and distribution processing.
PUBLIC  MARKETS 
  • Oversees investments in Global Equities, Global Fixed Income, Liquidity and Hedge Funds Strategies.  
  • Assists with portfolio construction;
  • Conducts asset class reporting and analysis;
  • Selects and monitors external investment managers and investment vehicles; 
  • Oversees investment guidelines, holdings, and performance analysis.
LEGAL 
  • Conducts compliance document review and manages related documents and legal research;
  • Drafts contracts and amendments;
  • Prepares internal memorandums, securities monitoring, and litigation;
  • Works with business professionals on legal strategies; 
  • Works with and prepares materials for other state agencies and committees, including the Investment Advisory Committee, Office of Policy and Management, and the Office of the Attorney General.
OPERATIONS 
  • Supports Risk Management, Pension Funds Investment Accounting and Governance as necessary to effectively administer and oversee Pension Assets;
  • Assists investment officers and leadership in analyzing risk exposure, asset rebalancing, performance monitoring, modeling and attribution analysis;
  • Performs various investment accounting functions, investment transactions processing and reporting;
  • Assists with maintenance of investment contracts;
  • Performs various compliance and governance functions for adherence with investment contracts and guidelines;
  • Assists with proxy voting and shareholder engagement.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience performing investment operations or investment analysis work.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in business administration, finance, accounting, economics, legal studies, or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

In accordance with Section 3-13a of the General Statutes.

COMPENSATION GUIDELINES

Compensation for this class shall be determined by the Treasurer within salary ranges established by the Treasurer in consultation with the Investment Advisory Council.
