PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, this class is accountable for directing operational support to the State Property Review Board and for managing the Facilities Planning and Technical Services unit.
Receives administrative direction from the Director of Management Services and Chairperson of the State Property Review Board or an administrative official of higher grade.
Directs the staff of the State Property Review Board, Facilities Planning and Technical Services.
EXAMPLES OF DUTIES
Directs the staff and operations of the units; formulates program goals and objectives; assists in the development of related policy; interprets and administers pertinent laws; evaluates staff; assists in the preparation of project budgets; maintains contacts with individuals both within and outside of the unit who might impact on program activities; performs related duties as required.
STATE PROPERTY REVIEW BOARD: Provides informational support and recommendations, when appropriate, to the State Property Review Board for the approval or rejection of acquisition or sale of real estate and the approval, modification or rejection of leases and contracts; pre-screens proposals being presented to the State Property Review Board from state and quasi-public agencies for reasonableness and conformance with statutes, regulations, qualification standards, good business practices and financial prudence; oversees the preparation of meeting agendas and minutes, facilitates Board meetings and oversees the maintenance of Board decisions and records; performs site investigations and inspections; prepares annual State Property Review Board report; may conduct appeals hearings.
FACILTITIES PLANNING AND TECHNICAL SERVICES: Directs the development, preparation, review and implementation of State agencies facility and capital plans and agency-administered construction projects; manages planning, engineering, environmental and agency-administered construction activities; coordinates facilities planning with other state agencies; provides construction project oversight for planning, budget management, execution and closing; designs and implements procedures for evaluating proposals by state agencies for the construction, purchase, or lease of physical facilities; analyzes the need for individual projects and determines the most economical and satisfactory method of implementation; assigns priorities to projects' proposals based on agency services, existing facilities and availability of funds.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of the principles and practices of facility design construction, planning, leasing and/or land acquisition/sale; considerable knowledge of relevant state and federal laws, statutes and regulations governing the design, construction, maintenance, acquisition and leasing of buildings; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; ability to review design documents and drawings; ability to perform cost analysis; ability to interpret legislation and regulations; ability to analyze complex problems and implement effective solutions.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in the acquisition, design, construction, engineering or project management for large scale commercial real estate.
Note: Large scale commercial real estate shall be interpreted as large multimillion dollar apartment
complexes, public institutions, industrial building complexes and/or other building projects of similar size and scope. (Residential developments, small commercial and/or industrial building projects do not meet the Experience and Training requirement.)
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory or managerial capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training in engineering, architecture, real estate, and land use planning or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. Two (2) years experience in a consultative capacity as a Professional Engineer or Registered Architect in the design or construction of large scale commercial real estate projects may be substituted for the Special Experience.
