PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection this class acts as Training Academy Administrator of the Police Officers Standards and Training Council.

SUPERVISION RECEIVED

Works under the general direction of the Commissioner of the Department of Emergency Services and Public Protection or other administrative official of a higher grade.

SUPERVISION EXERCISED

Directs the work of staff assigned to support the functions of the Police Officers Standards and Training Council.

EXAMPLES OF DUTIES

  • Organizes and directs the administrative staff of the Police Officer Standards and Training Council in the council's efforts to raise the level of local law enforcement by upgrading and maintaining a high level of training for Connecticut municipal law enforcement officers; 
  • Formulates in-service programs for employees; 
  • Develops specialized courses of study for police officers in police science and administration; 
  • Participates in budget preparation for the council; 
  • Prepares federal grant applications, contracts and reports; 
  • Makes recommendations to the council as to minimum standards for training schools, including curriculum, courses of study, attendance requirements, equipment and qualifications of instructors; 
  • Attends advisory council meetings across the state; 
  • Participates in national and state organizations concerned with police officer training; 
  • Inspects and evaluates other municipal police training programs; 
  • Develops, through consultation and cooperation with accredited institutions of higher learning, specialized courses of study for police officers in police science and administration; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • the principles and practices of modern police administration, methods, techniques and scientific aids used in the police field; 
    • the principles of training for law enforcement; 
  • Ability to
    • present clear and comprehensive oral and written reports; 
    • establish and maintain cooperative relationships with executives, educators and associates; 
  • Administrative ability.

MINIMUM QUALIFICATIONS

A Bachelor's degree and experience directing police training programs including some experience in an administrative or supervisory capacity.

APPOINTMENT

Appointed by the Commissioner of Emergency Services and Public Protection in accordance with provisions of Section 7-294d(14) of the Connecticut General Statutes as amended by Public Act 11-233.
