PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks assisting in administering the Boating Safety Education or Hunting Safety programs.

SUPERVISION RECEIVED

Works under the general supervision of an Assistant Division Director, Environmental Protection Education and Firearms Safety Coordinator or other employee of higher grade.

SUPERVISION EXERCISED

May supervise volunteer instructors or other lower level employees as assigned.

EXAMPLES OF DUTIES

  • Performs activities involved in administering the State Boating Safety Education Program; 
  • Develops curriculum goals and objectives for boating safety education courses; 
  • Recruits, trains and directs volunteer boating safety education instructors; 
  • Coordinates State boating education activities with those of the U.S. Coast Guard Auxiliary, U.S. Power Squadrons and other boating safety education oriented organizations; 
  • Establishes locations for course presentations; 
  • Writes program related articles and news releases; 
  • Evaluates students and instructors; 
  • Assists in conducting research studies on all aspects of the programs and evaluates citizens' needs concerning boating safety education; 
  • Directs the certification of students and the recruiting of instructors; 
  • Maintains records of certified students and instructors; 
  • Prepares and distributes course related materials as needed; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • the navigation laws and regulations of the United States and of Connecticut; 
    • the construction and operation of recreational vessels and of safety equipment on such vessels; 
    • the principles and practices of training and educational methods and techniques; 
    • curriculum development, motivation of students and instructors, lesson planning, and the formation of learning objectives; 
  • Considerable interpersonal skills

    • skill in the safe use and operation of recreational vessels; 
    • oral and written communication skills;
  • Ability to
    • organize, conduct and evaluate training programs; 
    • utilize computer software;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience providing training in the areas of boating safety, marine navigation and maritime studies.

NOTE: This experience is interpreted as full-time or volunteer training in the fields of boating safety, marine navigation and maritime studies.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in education may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class must possess at time of appointment and maintain during employment current boating safety instruction certification issued by the Department of Energy and Environmental Protection.

PHYSICAL REQUIREMENTS

Incumbents in this class must have sufficient strength and stamina to perform the duties of the position. A physical examination is required. A swim test may be required before employment. All candidates must be able to swim 100 yards unassisted.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury from drowning and/or handling firearms.
