PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for overseeing major, complex and/or specialized operations programs and/or projects as well as acting as a technical advisor to field/staff.

SUPERVISION RECEIVED

Works under the limited supervision of an employee of higher grade.

SUPERVISION EXERCISED

May supervise and/or lead lower level professional, technical and/or clerical staff as assigned.

EXAMPLES OF DUTIES

  • Surveys and inspects condition and maintenance requirements of department owned structures, equipment, roads, wells, sewage and refuse disposal systems and makes recommendations based on findings; 
  • Evaluates and/or reviews project plans and specifications for technical accuracy and/or completeness; 
  • Instructs and works with field personnel in solving technical problems; 
  • Coordinates scheduling of specialized equipment and personnel; 
  • Inspects projects in progress and upon completion; 
  • Solicits bids from contractors; 
  • Researches and/or recommends construction methods and types of equipment and develops specifications for same; 
  • Responsible for division vehicle fleet maintenance and gasoline allocation system; 
  • Coordinates telephone allocation and/or placement within division; 
  • Responsible for implementation and on-going coordination of division telecommunications systems linked to State Police, Civil Defense and Health Services; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of methods, materials and equipment used in maintenance, operations and repair of buildings, machinery and grounds; 
  • Knowledge of building equipment and grounds trades; 
  • Considerable
    • oral and written communication skills; 
    • interpersonal skills; 
  • Ability to
    • read and/or interpret blueprints and sketches; 
    • coordinate large scale projects, e.g. interagency telecommunications systems, vehicle fleet program, etc.; 
    • maintain complex records; 
    • utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of technical experience in a large scale maintenance operation.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in engineering or natural resources management may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in engineering or natural resources management may be substituted for one (1) additional year of the General Experience.

COMPENSATION GUIDELINES

  • The classification of Environmental Protection Program Specialist is assigned to Salary Group FS 27a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 28.
  • The Job Code is identified as Salary Plan FE.
