PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Higher Education this class is accountable for directing the staff and operations of a higher education division.

SUPERVISION RECEIVED

Receives administrative direction from the Executive Director or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs the staff and operations of educational programs;
  • Coordinates, plans and manages program activities;
  • Formulates program goals and objectives;
  • Develops or makes recommendations in review and formulation of policies and procedures;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in the preparation of program budget;
  • Maintains contact with individuals both within and outside of office who might impact educational program activities;
  • Provides consultant services for these programs and services;
  • Oversees research and planning activities;
  • Participates in total quality management and/or improvement activities;
  • Prepares comprehensive written or oral reports;
  • Manages special projects as assigned;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May develop performance standards for assigned program;
  • Performs related duties as required.

  • Considerable knowledge of

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master’s degree and five (5) years of professional experience in program operations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial capacity.

NOTE: Managerial capacity is defined as full time managerial responsibility for major programs. Position will have supervisory responsibilities, but the emphasis should be management activities: planning, organizing, directing and controlling resources of a major subdivision at an agency or organization.
