PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Aging and Disability Services and Education this class is accountable for directing the operation of an education services bureau.

GUIDELINES FOR JOB CLASS USE

This class is responsible for directly supervising education professional and paraprofessional classes and other support staff in an education services bureau.
1.  Manages a bureau which is responsible for developing, coordinating, supervising, monitoring and evaluating education services to School Districts, Regional School Districts, Unified School Districts, and other related educational entities.
2.  This class is not intended for the administration of a bureau such as Information Technology, Human Resources, Fiscal, Equal Employment, Communication and other related administrative functions.

SUPERVISION RECEIVED

Receives administrative direction from an Education Division Director, Superintendent or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of the bureau.

EXAMPLES OF DUTIES

  • Directs Education programs and staff activities and manages all related functions; 
  • Develops comprehensive long and short-term goals and objectives which support educational initiatives and agency mission;
  • Participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation;
  • Develops or assists in the development of educational programs in area of specialty;
  • Provides consultant services for these programs and services;
  • Interprets and administers pertinent laws within assigned bureau;
  • Controls fiscal operations within bureau by determining priority of expenditures of financial and related resources;
  • Evaluates and assesses staff performance;
  • Responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs;
  • Maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to interpret and apply relevant state and federal laws, statutes and regulations;
    • philosophy and methods of education with emphasis on educational administration and management;
    • objectives and purposes of educational programs within area of specialty;
    • principles of professional management;
    • public school administration; 
  • Knowledge of
    • and ability to apply management principles and practices;
    • principles and techniques of budgetary preparation and fiscal management;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned advanced degree and ten (10) years of experience in the field of education or in a related area.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service.

NOTE: For state employees, this experience is interpreted at the level of an Education Consultant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience.
  • An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may be substituted for the General and Special Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess an appropriate certificate issued by the State Board of Education.
