PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Higher Education this class is accountable for providing leadership and coordinating program/policy planning, development, implementation, monitoring and evaluating for a large complex program.

SUPERVISION RECEIVED

Receives general direction from a Higher Education Division Director or other administrative official.

SUPERVISION EXERCISED

Leads employees of institutions of higher education and other stakeholders in the community; leads Higher Education Compliance Officers as assigned.

EXAMPLES OF DUTIES

  • Coordinates, plans and manages program activities;
  • Schedules, assigns, oversees and reviews work;
  • Acts as liaison with state, federal and community agencies, institutions of higher education and other stakeholders to ensure program deliverables and provide consultation, technical assistance and problem resolution;
  • Serves as the program expert and primary point of contact;
  • Formulates program goals and objectives which support educational and community initiatives and agency mission;
  • Coordinates activities with program staff and stakeholders to meet program goals and deadlines;
  • Provides staff training and assistance;
  • Provides input into performance evaluations as assigned;
  • Provides consultation and technical assistance for the assigned program including interpreting statutes, regulations, policies and/or procedures;
  • Responsible for grant program development, liaison and coordination with federal, state and community agencies and organizations, program implementation and administration, program monitoring and assessment;
  • Develops, implements and manages training initiatives for community stakeholders;
  • Analyzes and evaluates existing program and policies to determine feasibility and impact on quality of service; 
  • Prepares comprehensive reports on program efforts and outcomes;
  • Educates stakeholders on program activities; 
  • Represents the agency at networking events and national conferences;
  • Leads project teams in agency initiative as needed;  
  • May create, curate, and implement social media, media relations and communications strategy;
  • May monitor contracts and approve payments;
  • May translate program requirements to information technology analysts for design and implementation of business solutions;
  • May make recommendations on policies or standards;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to plan, organize, and manage assigned higher education program and initiatives; 
    • relevant state and federal laws, statutes, and regulations;
    • principles of public administration;
  • Knowledge of educational institutions and community organizations;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to
    • maintain cooperative relationships with administrative staff of higher education institutions, other state and federal agencies and community stakeholders; 
    • analyze and evaluate data and prepare comprehensive written reports;  
  • Ability to
    • interpret complex written material including federal laws and regulations and assess the impact of these on assigned program;
    • lead staff;
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of professional experience in higher education or a community service organization.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a consultative capacity with responsibility for technical policy interpretation, compliance review and evaluation.

NOTE: For state employees this experience is interpreted at the level of a Higher Education Compliance Officer.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in education, public administration, public policy or a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
