PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction this class is accountable for directing the planning, implementation, management and evaluation of the overall health services for assigned correctional facilities.

SUPERVISION RECEIVED

Receives administrative direction from the Chief Operating Officer or other administrative official of higher grade.

SUPERVISION EXERCISED

Maintains leadership at assigned facilities and directs assigned staff.

EXAMPLES OF DUTIES

  • Directs multidisciplinary staff and operations for assigned correctional facilities; 
  • Coordinates, plans and manages daily delivery of all health services (including medical, mental health, dental and support services) to offender and inmate population; 
  • Formulates and leads health services team in attainment of facility based and agency goals and objectives;
  • Develops, implements, and evaluates policies, goals, and objectives to ensure conformance with national standards, administrative policies and statutory provisions; 
  • Assists in formulation and implementation of organizational and site-specific policies and procedures; 
  • Provides ongoing performance feedback and evaluations and initiates and enforces progressive discipline when necessary;
  • Maintains contacts and acts as a liaison with individuals within and outside of region who might impact on health services activities;
  • Oversees facility staffing to ensure appropriate resource allocation and compliance with collective bargaining agreements and labor laws;
  • Monitors all activities of region for conformance with relevant state and federal licensure and other statutes, regulations and/or policies; 
  • Enforces health services polices and agency administrative directives; 
  • Coordinates with human resources to ensure hiring, retention, training and promotion of qualified staff; 
  • Oversees and contributes to developmental planning and quality improvement and quality assurance (QI/QA) processes; 
  • Ensures collection, tracking and reporting of data to evaluate QI/QA initiatives; 
  • Oversees, evaluates and monitors monthly program utilization data;
  • Reviews utilization and other reports and develops corrective action plans to improve processes as indicated; 
  • Ensures overall region operations within budgetary guidelines;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor’s degree in business administration, public administration, healthcare administration or a related field and four (4) years of professional experience managing programs and operations of behavioral health or health care services. Experience working with incarcerated or former prisoners in a professional healthcare capacity is preferred.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a supervisory or project management capacity.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
