PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for supervising Building Construction Specialists in the review of development and construction planning of projects, the inspection of construction and the coordination of subsequent maintenance activities.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises Building Construction Specialists and other employees as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans unit work; 
  • Establishes and maintains unit procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Oversees review of plans and specifications; 
  • Processes change orders for construction projects; 
  • Oversees inspection of contractors performance; 
  • Provides technical advice on construction and maintenance matters; 
  • Reviews building materials and techniques; 
  • Develops specifications for construction and maintenance projects; 
  • Evaluates schedule of values and payments to contractors; reviews construction plans and specifications to ensure compliance with agency requirements; 
  • Recommends approval of construction and maintenance projects; 
  • Reviews bids and quotes; 
  • Reviews staff reports to determine progress of projects; 
  • Conducts field visits of proposed projects with applicants; 
  • Assists with technical feasibility determination; 
  • Assists and coordinates with receipt of state permits and/or certifications related to construction projects; 
  • Reviews payment applications for consistency with project budget and project progress; 
  • Performs developmental project management and other duties; 
  • Supervises design and construction activities; 
  • May prepare housing damage assessments and supervises construction of temporary housing during disasters; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of 
    • relevant agency policies and procedures; 
    • relevant state and federal laws, statutes and regulations; 
    • principles, methods, materials and equipment used in building construction; 
    • zoning and building codes; 
    • major trades areas relative to building construction and maintenance; 
  • Knowledge of principles and practices of architectural design; 
  • Considerable

  • Considerable ability to read and interpret plans and specifications; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience with construction projects involving all building trades (e.g., plumbing, heating, electrical) or as a Municipal Building Official.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a lead capacity in construction projects.

NOTE: For state employees this experience is interpreted at the level of a Building Construction Specialist 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • Licensure as a Municipal Building Official may be substituted for four (4) years of the General Experience.
  • Licensure as an Assistant Municipal Building Official may be substituted for three (3) years of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
