PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of Policy and Management, Office of Finance this class is accountable for establishing and monitoring state agency financial policies in order to enhance the existing management systems and advising agency heads concerning agency financial staffing needs in accordance with Section 4-70b of the General State Statutes.

SUPERVISION RECEIVED

Receives executive direction from the Secretary, Office of Policy and Management.

SUPERVISION EXERCISED

Directs staff of the office.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Office of Finance;
  • Coordinates, plans and manages division activities;
  • Formulates and establishes state agency financial policies;
  • Interprets and administers pertinent laws;
  • Reviews and approves, amends or rejects all agency budget requests for financial systems and operations and takes action to remedy any deficiencies in such systems or operations;
  • Reviews and advises agency heads on staffing needs of their financial operation;
  • Monitors financial reporting of all state agencies and commissions;
  • Develops and implements programs to enhance inter-agency exchange of financial systems information and technology;
  • Organizes and effects programs to exchange financial systems information and technology among agency and other state financial personnel;
  • Assists in developing strategic plans for the State.
In cooperation with the Department of Administrative Services performs the following duties: 
  • Reviews performance evaluations made by agency heads of individuals in financial job classifications;
  • Recommends career development programs for key managers;
  • Coordinates inter-agency transfer of financial management individuals;
  • Provides advice on appropriate salaries for financial management individuals in conjunction with Department of Administrative Services and statutory guidelines;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • public administration including governmental financial management systems operations and theories; 
    • financial information systems and technology;
  • Knowledge of human resources principles and practices relevant to compensation, performance appraisal, career development and staffing;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to analyze and evaluate complex statistical and financial data.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience in the management of financial operations with emphasis on strategic planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Five (5) years of the General Experience must have been as a chief financial officer in a public or quasi-public organization.

NOTE: For state employees this experience is interpreted at the level of a Fiscal and Program Policy Section Director or a Chief of Fiscal and Administrative Services 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration, finance or business may be substituted for one (1) additional year of the General Experience.
