PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Aging and Disability Services and the Workers Compensation Commission this class is accountable for supervising the statewide program of vocational rehabilitation for workers with substantial physical and related emotional disabilities as a result of compensable injuries or occupational disease.

SUPERVISION RECEIVED

Receives general direction from an Executive Official, Bureau Chief or other employee of higher grade.

SUPERVISION EXERCISED

Supervises assigned staff.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Determines priorities and plans program work;
  • Establishes and maintains program procedures;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Prepares reports and correspondence;
  • Projects budgetary, organizational and personnel requirements;
  • Speaks to lay and professional groups;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles, methods and current practices in administering vocational training programs;
    • structure, economic motives and objectives of labor unions, private industry and business;
  • Knowledge of
    • relevant agency policies and procedures;
    • relevant state and federal laws, statutes and regulations;
    • federal, state and community organizations and resources available to individuals with disabilities;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in occupational or vocational guidance or rehabilitation, staff development and training or labor management relations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the level of a Vocational Rehabilitation Counselor Coordinator (Client/Patient) or Vocational Rehabilitation Counselor Specialist with responsibility for supervising and/or coordinating a vocational rehabilitation program.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in vocational rehabilitation or a related behavioral or social science may be substituted for one (1) additional year of the General Experience.
