PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Central Office of Maintenance, or a District Maintenance Office this class is accountable for acting as a working lead who assists in supervising a designated group of employees and/or for performing the most complex professional tasks in the preparation of engineering, budgetary, planning studies and reports and planning of state and federal maintenance and construction projects.

GUIDELINES FOR JOB CLASS USE

  • WORKING LEAD LEVEL: Incumbents in this class report to a supervisory level and are normally assigned full time lead responsibility for a minimum of two other employees while performing unit work activities. Assigned lead responsibilities may include the supervisory type of activities outlined below in the first paragraph under Examples of Duties. The final approval/sign-off authority for supervisory type duties performed by an incumbent is vested in the supervisory level employee to whom the incumbent reports.
  • ADVANCED WORKING LEVEL: Incumbents in this class must have work that clearly exceeds the norm and includes a concentration of highly advanced functions within assigned disciplines. Class use is on a limited or exceptional basis.

SUPERVISION RECEIVED

Works under the general supervision of an employee of a higher grade.

SUPERVISION EXERCISED

Leads Transportation Maintenance Planners and other staff as assigned.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL: 

  • As assigned by the supervisor distributes, prioritizes, oversees and reviews unit work; 
  • Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures; 
  • Recommends policies and standards; 
  • Prepares reports and correspondence; 
  • Performs related duties as required.
ADVANCED WORKING LEVEL: 

  • Performs the most complex professional duties in planning highway maintenance projects; 
  • Coordinates field reviews of proposed projects and makes determination of needs and recommends improvements; 
  • Reviews or oversees review of plans, specifications and estimates for funding approval requests; 
  • Reviews or oversees review of capital requirement programs; 
  • Oversees scheduling of projects to meet highway and bridge maintenance needs within available funding, staffing and time frame limits; 
  • Coordinates analysis of costs, production, commitments and requirements in order to improve work methods, management techniques and equipment; 
  • Assists in supervision of Maintenance Management System; 
  • Recommends approval of agreements, contracts, proposals and specifications for materials, equipment and contractual services; 
  • Formulates project memoranda; 
  • Oversees project changes and prepares modification requests, maintenance of financial accounts and accuracy of project records; 
  • Prepares progress and status reports; 
  • Coordinates field review process prior to closing out of projects; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • highway related maintenance methods, materials and equipment; 
    • principles and methods of determining maintenance needs and preparing programs; 
  • Knowledge of basic civil engineering principles and practices; 
  • Skills

    • read and interpret plans and drawings; 
    • understand and apply relevant statutes and policies pertaining to highway maintenance;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience coordinating highway maintenance project activities including planning, scheduling, budgeting or other related activities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been independently performing a full range of tasks in the planning of state and federal maintenance and improvement projects.

NOTE: For state employees this experience is interpreted at the level of a Transportation Maintenance Planner 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • For state employees one (1) year of experience as a Transportation General Supervisor (Bridge Maintenance) (Maintenance) (Signs and Markings), Transportation Engineer 2 (Construction Engineering) in Highway Maintenance, Transportation District Electrical Supervisor, Transportation District Services Agent 2 or Transportation Maintenance Planner 2 may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

COMPENSATION GUIDELINES

  • The classification of Transportation Maintenance Planner 3 is assigned to Salary Group FS 24a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 25.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
