PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for independently performing a full range of tasks in the technical review and analysis of construction documents with emphasis on ensuring compliance with state and agency high-performance and sustainability building standards, construction quality standards, and minimum standard of professional care.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead lower-level employees and consultants as assigned.

EXAMPLES OF DUTIES

  • Reviews plans and specifications prepared by outside engineers for conformance with department and state high-performance and sustainability statutory requirements, as well as quality and building component standards and overall standard of care;
  • Executes detailed peer reviews of building sustainability and energy using systems developed by professional licensed consulting engineers ascertaining appropriateness for use in state buildings;
  • Maintains and improves standardized design and sustainability requirements for state building construction;
  • Provides support and responds to inquiries related to sustainable construction and building energy using systems for projects, including analysis of design problems and recommendation of solutions;
  • Researches acceptability of products, systems, design and new technology;
  • Remains current with sustainable building design and construction and modern building energy using systems;
  • Represents the agency on various boards and advisory committees as assigned;
  • Prepares reports and correspondence; 
  • May oversee work of external consultants for sustainability related studies or energy audits;
  • May assist in supervising construction projects;
  • May lead lower-level staff on assigned projects; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • methods, materials and equipment used in green building design and construction; 
    • principles, and practices of energy efficiency techniques and technology;  
    • sustainability program planning principles and practices; 
    • major trades areas relative to building construction and maintenance;
    • local, state and federal laws, statutes, regulations and policies pertaining to sustainable design; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • read and interpret building plans and specifications; 
    • inspect and review construction work for conformance with plans and specifications.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience involving energy technical analysis and interpretation of sustainable building design.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in engineering, environmental or sustainable design or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Technical Sustainability Plan Reviewer is assigned to Salary Group LS 22a.
  • Employees shall proceed through that Salary Group and then shall proceed to the maximum salary of Salary Group LS 23.
  • The Job Code is identified as Salary Plan IE in CORE-CT.
