PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for performing the most complex tasks in the identification, receipt and digitizing of current and accurate emergency telecommunications map information.
SUPERVISION RECEIVED
Works under the limited supervision of the Director of Statewide Emergency Telecommunications or other employee of higher grade.
SUPERVISION EXERCISED
May lead Geographic Information Systems Technicians and other staff as assigned.
EXAMPLES OF DUTIES
Performs specialized duties in emergency geographic information systems workflow; provides staff training and assistance; assists in conducting performance evaluations; acts as liaison with agencies and outside officials regarding geographic information systems procedures; provides information regarding processing of geographic information systems data; coordinates data information update process with vendors, municipalities, state's Public Safety Answering Points and other sources; coordinates update process with state's Public Safety Answering Points; coordinates mapping solutions with other state agencies; coordinates with other agencies collection and review of geographic information systems data including ortho-photo and aerial imagery; works with vendors to perform data information changes; assists in acquisition of software necessary to support geographic information systems program including upgrades and applications; provides technical support and troubleshooting assistance; may prepare reports and correspondence; may make recommendations on policies or standards; may receive and process corrections and updates to geographic information systems map; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to integrate Geographic Information Systems data including database design, development, maintenance and documentation; considerable knowledge of all phases of computerized map preparation including digitizing, data transformation, data reformatting, and map production; knowledge of various software programs to support Geographic Information Systems goals and objectives; knowledge of analytical and cartographic principles including mathematics of scale and projection transformation; interpersonal skills; oral and written communication skills; project management skills; ability to troubleshoot critical problems; ability to work under guidance of vendors.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience working with Geographic Information Systems including some experience with an urban Geographic Information Systems project.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENTS
1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
COMPENSATION GUIDELINES
1. The classification of Geographic Information Systems Coordinator (1273) is assigned to Salary Group 19a.
2. Employees shall proceed through that salary group and then shall proceed to the maximum of Salary Group ES 20.
3. The Job Code is identified as Salary Plan EE in CORE-CT.
