PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Banking this class is accountable for directing the programs and operations across all divisions including fintech and cybersecurity initiatives.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner, Deputy Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Coordinates, plans and manages activities across all divisions;
  • Formulates program goals and objectives;
  • Develops or assists in the development of related policy;
  • Interprets and administers statutes and regulations;
  • Maintains contacts with individuals within and outside of agency who impact agency activities;
  • Oversees fintech, cybersecurity and innovation charter initiatives;
  • Assists in the review, chartering process or licensing, and examination of fintech and other entities regulated by the department;
  • Assists in developing training programs and budgets, staff development policies, and examination protocols;
  • Ensures staff are continuously developed through normal and specialized training, including guiding examiners in emerging technologies and regulatory requirements;
  • Evaluates staff;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Advises the Commissioner, Deputy Commissioner and division leadership on policy issues relating to assigned areas;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • auditing of fintech entities and related regulated institutions;
    • investigative procedures related to fintech and cybersecurity;
    • staff training and education methods and practices;
    • emerging technologies;
    • procedures and practices in examining and regulating financial entities;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to lead and advise.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in one or more of the following areas: 
  • regulation of financial entities; 
  • fintech operations; 
  • fintech auditing; 
  • cybersecurity; 
  • accounting, auditing, computer science, legal, or finance work.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity in the specific area of assignment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in accounting, finance or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (½) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in financial technology, accounting, business, finance or a closely related field may be substituted for one (1) additional year of the General Experience.
