PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in the preparation, conducting and implementation of operations and management audits of public utility companies operating in Connecticut.

SUPERVISION RECEIVED

Works under the general supervision of the Public Utilities Manager of Utilities Operations and Management Analysis.

EXAMPLES OF DUTIES

  • Assists in developing audit programs identifying scope and plans for audits; 
  • Oversees and trains assigned staff in conduct of audits of specific aspects of utility operations; 
  • Conducts complex analyses of utility operations, evaluates operational performance and develops recommendations for improvement; 
  • Participates in technical review of on-going management audits of large utility companies; 
  • Assists in supervision and monitoring of internal audit staffs of utility companies and independent management consultants assigned; 
  • Assists in review of periodic progress reports submitted by management consultants; 
  • Reviews recommendations arising from management audits and provides input as to appropriateness; 
  • Reviews follow up plans to ensure implementation of approved recommendations; 
  • Communicates with other units in department for advice and technical assistance as necessary; 
  • Evaluates qualifications and work plans submitted by management consultants and recommends appropriateness of individual consultants and proposals to perform specific audits; 
  • Assists in preparation for, and may cross-examine witnesses at formal hearings or informal meetings; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • management analysis techniques and approaches with emphasis on organization development, corporate structure, financial forecasting methods and cost reduction techniques, manpower, space and equipment utilization; 
    • principles, practices and techniques involved in public utility management and operation; 
    • accounting procedures and practices;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of technical level experience in the field of methods and procedures analysis with some experience involving public utility companies.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
