PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Commission on Culture and Tourism directs and administers the programs and operations of the Film Division.
Receives executive direction from the Executive Director or administrative official of a higher grade.
Directs the staff of the Film Division.
EXAMPLES OF DUTIES
Directs staff and operations of division; coordinates, plans and manages division activities; formulates program goals and objectives; develops or assists in development of related policy; interprets and administers pertinent laws; evaluates staff; prepares or assists in preparation of division budget; maintains contacts with individuals both within and outside of division who might impact on program activities; promotes use of Connecticut structures as well as locations, facilities and services for production and post-production of media products; assists digital media and film producers to secure state and local permits; formulates guidelines for state agencies for a one-stop permitting process for using state facilities for production activities; develops and maintains a resource library of filming and taping sites and a production manual of film, video and media production facilities and services; administers Film and Digital Media Production Tax Credit law; drafts contracts enabling Commission to enter into special agreements; may serve as state film production representative for local, statewide, national and international organizations and events; may represent Executive Director on various boards, commissions and other groups; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of and ability to apply management principles and techniques; considerable knowledge of relevant state and federal laws, statutes and regulations; considerable knowledge of digital media or film production; considerable knowledge of film production industry; considerable knowledge of production tax credits; considerable interpersonal skills; considerable oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of professional experience in the film industry including production technology and process, marketing and state or federal governmental policy work as it relates to tax credit legislation and or policy.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in a supervisory capacity.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in Film Production, Motion Picture Producing, Communications, or industry related field may be substituted for one (1) year of the General Experience.
Employees in this class may be required to travel.
