PURPOSE OF JOB CLASS (NATURE OF WORK)

At the University of Connecticut, Storrs this class is accountable for supervising the operation and maintenance of the Metering, Energy Management Systems (EMS), Wastewater, Reclaim Water, Low Voltage Systems, Co-Generation Power Plant (COGEN), Supplemental Utility Plant (SUP) and/or Supervisory Control and Data Acquisition (SCADA) systems. Helps assess, identify, and recommend efficiency and compliance upgrades.

SUPERVISION RECEIVED

Receives general direction from the Energy and Compliance Manager and/or Utilities Systems Manager or another employee of higher grade.

SUPERVISION EXERCISED

Supervises Electronics Integrated Control System Technicians (Industrial Controls), maintenance staff and other staff as assigned. 

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans maintenance and installation work; 
  • Establishes and maintains metering standards and operating procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with Power Plant Supervisor, Facilities Operations, other agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Ensures compliance and adheres calibration standards and performance to all state and federal regulations; 
  • Authorizes and/or supervises emergency or preventative maintenance shut-down and or start-ups; 
  • Assists in preparation of budgets and makes recommendations for equipment purchases or contractual repairs; 
  • Answers inquiries with regard to university user services to ensure customer satisfaction; 
  • Drafts schematics and prints (CAD), and works with engineers to finalize designs; 
  • Designs and programs SCADA integration and database programs and graphics; 
  • Performs other related tasks as required and/or assigned.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures; 
    • relevant state and federal laws, statutes and regulations; 
    • electrical schematics; 
    • network troubleshooting; 
    • electronic instrumentation calibration; 
    • electronic theories and practices to one or more complex systems which integrate into a total system; 
    • applicable industrial plant equipment and process; 
    • function and processes of assigned steam and chilled water systems, as well as assigned facilities of deployment; 
    • SCADA and data acquisition software;
    • the methods, materials and equipment used in the maintenance, operation, repair and calibration of a multitude of industrial controls, to include utility metering;
  • Considerable
    • interpersonal skills;

  • Considerable ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in installation assistance, monitoring, instrumentation calibration, maintenance, repair, and programming of electronic industrial controls which are integrated to a distributed control system (DCS) within an industrial, commercial, military, government, large healthcare complex or a production-oriented environment. In state service this would be considered Electronic Integrated Control System Technician (Industrial Controls) (Building Systems). 

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must be related to programming of SCADA system integration software and data historian integration.

NOTE: Based on an individual’s technical experience, the length of credited service will be determined at the discretion of facility management.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

A maximum of two (2) years may be substituted for the following:
  • Graduation from a two (2) year vocational or technical school designating completion of subject requirements in electronic integrated systems/maintenance technology or related field may be substituted for two (2) years of the General Experience.
  • College training in electronics or electrical/mechanical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of two (2) years.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate valid current licenses, permits and/or certifications.
  • Incumbents in this class may be required to attend technical seminars or courses and retain original equipment manufacturer certification.
  • Incumbents in this class may be required to travel.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility, and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to risk of injury from equipment, heights, confined spaces, extreme weather and/or environmental conditions, significant levels of extreme heat, noise and particulates and may be required to use protective equipment.
