PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of Healthcare Advocate, State Innovation Model (SIM) unit, this class will be responsible for developing and installing a process designed to strategically manage the project of healthcare innovation and reform to improve population health, healthcare delivery and affordability by reducing healthcare costs.
Receives limited direction from the Director of Healthcare Innovation.
May manage project teams and support staff as assigned.
EXAMPLES OF DUTIES
Develops a process for managing the progress of the State Innovation Model (SIM) project; defines project/program steps, orderly workflow, timeframes and parameters to achieve pre-determined project goals and objects; plots and makes changes as needed of key components of work and schedule of milestones to track and encourage project progress on time and within budget; benchmarks successful healthcare reform initiatives with other similar private and/or governmental organizations; consults with agency department staff on patient service/healthcare innovation principles and concepts to demonstrate positive aspects of adopting reform initiatives; monitors and controls project change management requests; assists in the monitoring and control of contracted vendors in the progress of services to be delivered in compliance with the project plan's requirements; stores, updates, prepares and provides functional data for appropriate personnel and project support participant's use for process management; develops or employs required project assessment measurement systems; escalates project issues to the Director of Healthcare Innovation; provides best practices guidance to project management and others, to achieve timelines, quality, budget targets and goals; monitors project progress and prepares reports; provides guidance on project budget by work component; prepares and provides all state and federally required reports regarding project progress, achievement of goals and targeted metrics; attends and/or conducts meetings and may make presentations to provide project updates and recommendations; maintains contacts with individuals both within and outside of SIM who might impact project activities and defined compliance rules; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of project management including planning, executing, monitoring and control and closing; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of state innovation models and health reform efforts; knowledge of and ability to apply management principles and techniques; knowledge of legislative policy process; considerable oral and written communication skills; interpersonal skills; considerable ability to use software application tools to track, monitor and report on project progress; ability to analyze and synthesize technical information; ability to present technical information to a variety of audiences.
In accordance with Section 5-198(14) and 5-270(g) of the Connecticut General Statutes.
Positions in this class will be durational and will be established for a period of up to two years. Positions may be extended as warranted, but the total duration of a position may not exceed three years. Requests for extensions must be made in writing to the Commissioner of Administrative Services and must document the need for the extension including the work on the special inquiry, investigation, examination or installation remaining and the duration of the requested extension.
The salary range for this class will be $41,200 -$81,800 commensurate with experience and total scope of the project.
